However, former President Donald Trump's remarks shifted the narrative, as he suggested Ukraine bore responsibility for the war, arguing that Kyiv should have sought a resolution before Russia’s 2022 military incursion. His statements, coupled with efforts to rebuild relations with Moscow, could strain the U.S.-European alliance and impact Washington’s credibility with Ukraine and other NATO allies.
Rebuilding Diplomatic Relations

Negotiating an End to the Ukraine Conflict
The U.S. and Russia agreed to form high-level working groups to explore potential resolutions to the war, including discussions on territorial disputes and security assurances. Trump’s National Security Advisor, Mike Waltz, suggested that any peace deal would require concessions from all parties, though specifics remain uncertain.
A significant point of contention is Russia’s firm opposition to NATO involvement in any prospective peacekeeping mission. Lavrov reiterated that Russian authorities would not accept NATO troops operating in Ukraine, even under European Union or national banners.
Ukraine’s Exclusion and European Concerns
Notably absent from the negotiations were Ukraine and European nations, raising concerns about the legitimacy and balance of the peace talks. U.S. officials, however, assured that Kyiv and its allies would not be sidelined in any final agreement.
Despite these reassurances, Ukrainian President Volodymyr Zelenskyy expressed frustration over being left out of the discussions, delaying a planned visit to Saudi Arabia to avoid any perceived endorsement of the talks. Trump's assertion that Ukraine was responsible for the war further exacerbated tensions, prompting criticism that the negotiations leaned too heavily in Russia’s favor.

While the possibility of lifting U.S. sanctions on Russia was raised, Rubio maintained that no concrete decisions had been made. He acknowledged that achieving peace would necessitate mutual concessions but refrained from detailing specific measures.
Russian officials, meanwhile, hinted at potential U.S.-Russia economic collaborations, particularly in the energy sector, should a diplomatic resolution be reached.
