OpenAI explores expanding its Canadian footprint through AI data centers
OpenAI is examining new opportunities to expand its presence in Canada, including potential partnerships to develop data centers dedicated to artificial intelligence, as the company looks for locations capable of supporting the rapidly growing computing demands of advanced AI systems.
George Osborne, OpenAI’s head of international relations, said Canada represents an important market for the company and that the firm is assessing potential investment opportunities in the country. He made the remarks during Prime Minister Mark Carney’s investment summit in Toronto, where the Canadian government was seeking to attract large-scale international investment across strategic sectors.
According to Osborne, OpenAI is particularly interested in possible partnerships involving data centers because Canada offers access to significant energy resources and large areas of available land. Those factors are becoming increasingly important as AI developers require major amounts of electricity and specialized infrastructure to train and operate increasingly sophisticated models.
The discussions come as governments around the world compete to attract investment in artificial intelligence infrastructure. Data centers supporting AI workloads require large computing clusters, advanced cooling systems, high-capacity electricity connections and extensive physical facilities. As demand for AI services continues to grow, access to reliable and affordable power has become a central consideration for technology companies planning new facilities.
Canada is seeking to position itself as an attractive destination for this type of investment. Osborne also praised Canada’s approach to artificial intelligence adoption, describing the government’s strategy as one of the clearer plans put forward by a Western government. The company’s interest comes amid a broader expansion of AI infrastructure worldwide. Data centers have consequently become a critical part of the technology race, with countries competing over electricity availability, land, network infrastructure, investment incentives and regulatory conditions.
Canada’s geographic and energy characteristics could make it particularly relevant to companies seeking to build large-scale facilities. However, new data centers also raise questions about electricity consumption, environmental impact, water use, infrastructure capacity and the cost of connecting large computing campuses to national and regional power networks.
The Canadian government is simultaneously trying to strengthen economic ties beyond its traditional dependence on the United States. Relations between Ottawa and Washington have been strained by trade disputes, increasing pressure on Canada to diversify investment and commercial partnerships. Carney has used the investment summit to present Canada as a destination for global capital while emphasizing sectors considered strategically important to the country’s long-term economic development.
For OpenAI, establishing additional infrastructure in Canada could also support the company’s broader international expansion. Local or regional computing capacity can help technology firms serve growing user bases while reducing dependence on a limited number of large infrastructure hubs.
No specific OpenAI data center project or final investment agreement in Canada has been announced as part of the discussions described by Osborne. The company’s comments instead point to an exploratory phase in which potential partnerships and investment opportunities are being assessed.
The talks nevertheless highlight the growing importance of data center infrastructure in the global AI industry.
