China highlights Morocco’s place among the world’s leading public security performers
Morocco has been highlighted by Chinese authorities after being included among the 20 countries with the highest published results in the 2025–2026 Global Public Security Index, a report presented during the Global Public Security Cooperation Forum in Lianyungang, China.
The report assesses public security across 62 countries using a multidimensional approach. Morocco recorded an overall score of 76.15 points, making it the only African country included among the 20 countries whose results were published. The report’s overall assessment covers areas ranging from public order and counterterrorism to cybersecurity and road safety.
The Chinese Embassy in Morocco welcomed the country’s inclusion, describing it as evidence of Morocco’s performance in public security governance. The embassy said the result reflects the kingdom’s ability to address security challenges through an institutional approach and highlighted Morocco’s position within the international security cooperation landscape.
The index divides its assessment into four principal areas: public order and security, counterterrorism, cybersecurity and road safety. Morocco recorded 73.82 points for public order and security, 87.45 points for counterterrorism, 71.73 points for cybersecurity and 71.50 points for road safety.
Counterterrorism represented Morocco’s strongest result within the four categories. Its score of 87.45 points placed it ninth among the 20 countries for which results were made public in that category. The cybersecurity score of 71.73 points was also reported as ninth within the same group.
The methodology combines several types of information, including statistical indicators, public perceptions and assessments related to governance. The public security component examines issues such as violent crime, firearms and drug-related crime, terrorism-related incidents and broader current and future risks. Other sections address cybercrime, emerging technologies, artificial intelligence-related risks and road safety.
Morocco’s overall score was above the reported average of 72.56 points for the 62 countries assessed. The countries covered by the study collectively represent more than 82% of the world’s population and a large share of global economic activity, according to figures published alongside the report.
The report was unveiled on September 9 during the 2026 Global Public Security Cooperation Forum in Lianyungang. The event brought together more than 2,100 representatives from 139 countries, regions and international organizations to discuss international cooperation on public security and related challenges.
China recorded the highest overall score in the assessment, with 84.62 points, followed by Singapore with 84.42 and Uzbekistan with 83.81. Belarus and Turkmenistan also recorded scores above 82 points.
The presentation of Morocco’s results has also attracted attention because the report does not publish a conventional overall ranking from first to 20th among the selected countries. The 20 countries whose scores were made public are presented alphabetically, meaning that Morocco’s inclusion should be understood as membership of the group of higher-performing countries rather than as a specific overall position within that group.
The recognition comes as Morocco continues to develop cooperation with international partners on counterterrorism, cybersecurity and other cross-border security issues. The index itself is associated with the Global Public Security Cooperation Forum, which was established in China to promote cooperation among security and law-enforcement institutions.
For Morocco, the report provides an international assessment covering several dimensions of public security rather than a single measure of crime or policing. Its findings place particular emphasis on counterterrorism and cybersecurity while also measuring public order and road safety.
