Morocco Takes Legal Action as Agricultural Trade Tensions Escalate with Spain

Morocco’s primary agricultural entity, the Confederation of Agriculture and Rural Development (COMADER), has initiated legal action by filing a formal complaint in Spanish courts amidst growing tensions surrounding Moroccan farm exports.

COMADER has reported a surge in incidents targeting transport trucks carrying Moroccan agricultural products bound for EU markets, alongside an uptick in negative portrayal within the Spanish media, exacerbating tensions. Moroccan Foreign Minister Nasser Bourita, addressing the issue alongside his French counterpart at a joint press conference in Rabat, underscored the mounting pressures facing intercepted agricultural goods from Southern neighbors. This is in stark contrast to the substantial €600 million annual trade surplus that the EU enjoys with Morocco.

In its legal filing, COMADER highlights not only the economic damages incurred but also the psychological toll on Moroccan farmers resulting from stigmatization in media coverage. The organization emphasizes that its exports rigorously adhere to all EU regulatory standards for marketing, food safety, and plant protection, as validated by regular inspections conducted both in Morocco and by European authorities.

Despite refusing to engage in retaliatory measures against Spanish agricultural shipments to its own market, COMADER reaffirms its commitment to fostering constructive trade relations based on mutual respect for goods flows. The escalation of tensions comes amidst a series of concerning incidents, prompting the organization to take immediate steps to safeguard Moroccan agricultural interests within Europe.

Between 2021 and 2022, Moroccan farm exports to the EU witnessed a 15% increase, with a modest 2% rise in exports to Spain. Conversely, EU agricultural exports to Morocco surged by 75% over the same period, with Spanish shipments up by 20%. By pursuing legal recourse in Spain, COMADER underscores the severity of the escalating hostilities facing Moroccan products and its determination to address the dispute through official channels, with stakeholders on both sides vigilantly monitoring developments mindful of broader trade implications.
