Morocco ranks 107th globally and 19th in Africa on democracy index

Morocco ranked 107th out of 173 countries in the "Global State of Democracy 2025" report, released by the International Institute for Democracy and Electoral Assistance (IDEA). The North African nation also placed 19th in Africa, surpassing several Maghreb neighbors, including Tunisia (112th), Mauritania (114th), Algeria (117th), and Libya (151st).

Morocco’s democratic performance

The report classified Morocco as a “fragile democracy,” with an overall score of 0.531 points. Particular weaknesses were identified in representation and rule of law, areas that significantly impact the effectiveness of governance.

At the representation level, Morocco ranked 107th globally, scoring 0.432 points, reflecting limited effectiveness in elected institutions. In terms of political participation, the country ranked 96th with a score of 0.531 points, highlighting the need to improve citizen engagement in the political process.

Morocco performed better in human rights, securing the 77th position globally with a score of 0.509 points. However, its rule of law indicator remained weak, placing 107th with a score of 0.396 points.

Regional and global context

In Africa, Morocco ranked above most Maghreb countries but trailed behind top-performing nations such as Cape Verde (34th globally), South Africa (43rd), Ghana (48th), and Mauritius (52nd).

Within the Arab world, Morocco placed 4th, following Iraq (97th), Jordan (102nd), and Lebanon (105th). This ranking underscores Morocco’s relatively advanced position in the region despite ongoing challenges in democratic governance.

Globally, Germany, Denmark, and Norway led the index, followed by Costa Rica and Chile. At the other end, countries such as Afghanistan, Somalia, Sudan, Syria, and Yemen occupied the lowest ranks.

Migration and democracy

The report also highlighted global migration’s impact on democracy, noting that over 304 million people live outside their homelands. This trend raises critical questions about political participation, belonging, and rights, especially in countries with fragile democratic systems.

Morocco’s performance on the democracy index reflects both progress and areas requiring urgent attention, particularly in enhancing political representation, rule of law, and citizen participation in governance.
