Morocco cultivates Africa-Latin America alliance on climate and food security
Morocco continues to strengthen its position as a key facilitator of South-South cooperation. The recent South-South Parliamentary Cooperation Forum, held on April 28-29 in Rabat, marked a pivotal moment in establishing a robust African-Latin American parliamentary alliance focused on climate change and food security challenges.
This third edition of the forum concluded with ambitious plans aimed at addressing the pressing issues both continents face. The event underscored Morocco’s evolving role as a bridge between Africa and Latin America, with the President of the Chamber of Counselors, Mohamed Ould Rachid, playing a prominent role in the discussions surrounding critical food security concerns.
“Wars, instability, climate change, and natural disasters are weakening our agricultural systems and limiting equitable access to resources,” Ould Rachid remarked. He highlighted Morocco’s unique experiences and capabilities, positioning the North African nation as a leader in coordinating international efforts to confront these challenges.
Latin American representation also shone through, particularly with Rolando Gonzalez Patricio, President of the Latin American and Caribbean Parliament, suggesting the creation of a platform to enhance legislation related to climate issues and parliamentary governance.
Participants from the Parliamentary Forum of African, Latin American, and Caribbean Countries (AFROLAC) unanimously acknowledged Morocco’s suitability as a host for these critical discussions, citing its strategic location and diplomatic ties to both regions.
In addition, the forum laid the groundwork for a joint parliamentary observatory on food security. This observatory aims to synchronize legislative efforts across continents and advocate for food justice—a mission that Morocco has championed through various initiatives in recent years.
Morocco has made significant strides in establishing itself as a leader in climate action, recently ranking 8th in the 2025 Climate Change Performance Index (CCPI). This ranking was revealed during the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in Baku, Azerbaijan.
Through this forum, Morocco reaffirms its commitment to fostering South-South cooperation, building meaningful connections between Africa and Latin America to tackle shared challenges effectively.
