US-Morocco Partnership Strengthens Global AI Governance Framework

At a recent UN Security Council Meeting, US Secretary of State Antony Blinken praised Morocco's instrumental role in advancing international artificial intelligence adoption standards, highlighting a new joint initiative between the two nations.

The collaboration has resulted in the establishment of a United Nations group dedicated to sharing AI adoption best practices across member states. "This summer, the U.S. and Morocco established a group at the United Nations, open to all member states, where experts from every region are sharing best practices for adopting artificial intelligence," Blinken noted, describing the initiative as "real progress."

While acknowledging the technology's potential for "enormous good," particularly in scientific applications, Blinken also addressed potential security concerns. He emphasized that without proper regulation, AI could pose significant risks to international peace and security, specifically noting how "hackers can make cyber attacks more destructive, harder to trace."

Morocco has demonstrated proactive engagement with AI governance at the domestic level. In April, the country's parliament introduced a comprehensive bill to regulate AI usage, proposing the creation of a dedicated governance agency. The legislation aims to address potential misuse while fostering responsible implementation of AI technologies.

The North African nation has already witnessed substantial AI adoption among its population. According to a recent survey by the Boston Consulting Group's CCI Global Consumer Sentiment, Morocco ranks among the top global users of AI language models. The study revealed that 80% of Moroccan consumers are aware of such tools, with 38% actively utilizing them.

Blinken stressed the importance of international cooperation in developing AI governance frameworks, expressing confidence that collaborative efforts can help shape the technology's future development in a positive direction. While acknowledging that more work "remains to be done," he emphasized the critical nature of establishing clear guidelines for AI implementation.

This partnership between Morocco and the United States represents a significant step toward creating a coordinated international approach to AI governance, combining technological advancement with responsible oversight.
