Legislative Elections: Government Urges Employers to Facilitate Voting for Employees
With only a few days left until the legislative elections on September 23, 2026, the government is calling on both public and private employers to make the necessary arrangements to allow their employees to exercise their right to vote. This directive applies to public administrations, public establishments, local authorities, and private sector companies.
The election on September 23 aims to renew the members of the House of Representatives. The electoral campaign, which began on September 10, will end at midnight on September 22, the day before the vote.
Facilitating Voting for Public Sector Employees
In a statement released on Friday, the Prime Minister's department reminded of the provisions of circular No. 2026/14 dated September 1, 2026.
Heads of public administrations, general directors, and directors of public establishments and companies, as well as presidents of local authority councils, are invited to organize their structures in such a way as to allow executives, civil servants, and agents to go to the polls.
The measure aims to prevent professional constraints from becoming an obstacle to exercising the right to vote. However, the government specifies that these facilities should be granted without compromising the continuity and normal functioning of public services.
This approach is part of a broader electoral framework aimed at regulating the conduct of the election and preserving the neutrality of administrations. Electoral rules specifically prohibit any use of public administrations for electoral campaign purposes.
The Private Sector is Also Involved
The government’s call also extends to private companies. The Prime Minister invites business leaders to take appropriate measures to allow executives and employees to participate in the September 23 election.
The goal is to facilitate access to polling stations while considering the imperatives related to the organization and continuity of professional activity.
This initiative comes as authorities are ramping up measures to prepare for the election. Voters may receive a notice indicating the location of their polling station. However, this document is informative: the National Identity Card is the official document required to verify the voter's identity during the vote.
Election Scheduled for September 23
The elections for the members of the House of Representatives will take place on Wednesday, September 23, 2026, across the national territory. The election concerns 395 seats and is conducted by universal direct suffrage through a list voting system.
As the voting day approaches, authorities have also strengthened mechanisms to support the electoral process. A central monitoring commission and territorial commissions have been activated to ensure the smooth conduct of electoral operations.
Neutrality of Administrations at the Core of the Framework
Facilitating voting is accompanied by a reminder of the principle of neutrality of public institutions. The provisions governing the electoral campaign specifically prohibit propaganda activities within public administrations and provide for sanctions in case of using administrative functions to influence voters.
Electoral texts also include measures aimed at protecting the freedom of choice of voters, particularly against attempts at influence based on gifts, advantages, threats, or pressure.
Just Days Before the Election
The call to employers comes in the final stretch before the legislative elections. For both administrations and companies, the challenge now is to reconcile work organization with the ability for those registered on the electoral lists to fulfill their civic duty.
On a national scale, the September 23 election represents a new step in the Moroccan electoral calendar, following the revision of electoral lists, the submission of candidacies, and the opening of the campaign.
