Morocco brings artificial intelligence into Idarati as digital government expands
Morocco is taking another step in the digital transformation of its public administration with the evolution of Idarati, the national platform designed to help citizens and businesses navigate administrative procedures and services.
The revamped platform is intended to go beyond its original role as an information portal. The government’s broader objective is to create a more integrated digital environment in which users can find services, complete procedures and eventually receive more personalized guidance through data and artificial intelligence.
The initiative forms part of a wider modernization programme led by the Ministry of Digital Transition and Administration Reform, which is also developing the next-generation IDARATI X.0 application and a national digital wallet.
From administrative information to digital services
Idarati was originally launched in April 2021 as a unified national source of information on administrative procedures. The platform was designed to provide citizens with official information about formalities involving public administrations, public institutions and other entities subject to public law.
Its new direction places greater emphasis on online services and the user experience.
The government portal indicates that digital services are being progressively integrated into the new version of Idarati, reinforcing its role as a gateway to electronic public services.
The underlying ambition is to make interactions with the administration less fragmented. Instead of forcing users to identify and navigate separate procedures one by one, the system is being developed around the situations and needs that typically trigger administrative interactions.
This approach could make it easier for citizens and businesses to identify the services relevant to a particular stage of their lives or activities.
Artificial intelligence enters the equation
Artificial intelligence is becoming one of the most visible components of Morocco’s digital-government strategy.
The Ministry of Digital Transition and Administration Reform has already highlighted IdaratiIA, an AI-based initiative intended to inform, guide and assist users with administrative procedures. The project was presented as part of the country’s broader “Morocco AI 2030” strategy.
A sovereign AI marketplace has also been unveiled as part of this strategy, with the stated objective of providing secure and trusted AI solutions while maintaining control over data and infrastructure in Morocco.
For public administration, the potential applications extend beyond automated answers. AI could eventually help users identify the correct procedure, understand administrative requirements and receive guidance based on their individual circumstances.
The ministry, however, describes this transformation as progressive rather than instantaneous.
Building a more proactive administration
The longer-term objective is to move from a model in which citizens must actively search for information toward an administration capable of anticipating certain needs.
Under such a model, digital services could eventually alert a user about an upcoming deadline, identify a benefit or entitlement for which the person may be eligible, or direct them toward the appropriate administrative service.
Such capabilities would depend on secure data exchange and interoperability between public institutions.
This is where the future IDARATI X.0 platform becomes particularly important. The project is designed as a broader digital environment that can bring several public services together through a unified and intelligent interface.
Digital identity and the national wallet
The next phase of the project is also linked to Morocco’s plans for a national digital wallet.
In February 2026, the ministry announced a project to develop IDARATI X.0 alongside a national digital wallet designed to provide unified access to digital public services. Eight agreements were signed with government bodies, public institutions and technology companies involved in digital identity and electronic services.
The architecture is expected to incorporate digital identity, interoperability and the principle of “once-only” — an approach aimed at preventing citizens from repeatedly submitting information that public authorities already possess.
The ministry has said that the project is being developed with privacy and security considerations integrated from the design stage.
That framework will be crucial as the volume and sensitivity of data handled through digital public services increases.
Accessibility becomes part of the redesign
The transformation of Idarati is not limited to technology.
The redesign also places emphasis on making digital public services easier to access and navigate, including for people with disabilities. Improving search functions, content organization and the overall user journey is intended to reduce some of the barriers traditionally associated with complex administrative procedures.
This focus reflects a broader principle behind digital government: moving a procedure online does not automatically make it simpler.
For digital administration to deliver measurable benefits, users must be able to understand what is required, locate the appropriate service and complete the process without unnecessary complications.
Feedback as part of the digital service cycle
Another element of the new approach is the involvement of users themselves.
The platform provides mechanisms through which citizens can provide feedback on online public services. Such information can help administrations identify recurring difficulties and adjust services accordingly.
This creates a feedback loop between the administration and its users: services are delivered digitally, user experiences are collected, and the resulting information can be used to improve future interactions.
The approach is consistent with Morocco’s broader efforts to simplify and digitalize administrative procedures, with user experience increasingly presented as a central component of public-sector modernization.
A wider transformation underway in Morocco
Idarati’s evolution comes as Morocco accelerates its national AI and digital transformation agenda.
In September 2026, the government presented new progress under the Morocco AI 2030 roadmap in Rabat. The strategy includes ambitions around AI skills, innovation, digital sovereignty and the modernization of public administration.
The government has also identified AI as a tool for improving public services while developing national capabilities in artificial intelligence.
For Idarati, the transition therefore represents more than a redesign of a government website. It points toward a gradual shift in the relationship between citizens and the administration — from finding information online to accessing increasingly integrated, intelligent and personalized public services.
The success of that transformation will ultimately depend on how effectively the technology works in everyday situations: whether citizens can complete procedures more easily, whether institutions can exchange information securely, and whether AI can provide useful assistance without compromising privacy, security or user control.
Morocco’s next phase of digital government is consequently taking shape around a simple premise: the administration should not only be available online, but increasingly capable of responding to users in a way that is faster, more connected and more closely adapted to their needs.
