Philippines: President faces citizen-led impeachment petition
Members of Philippine civil society have filed an impeachment complaint against President Ferdinand Marcos, citing alleged corruption linked to fictitious flood control projects. The complaint accuses Marcos of systematically misappropriating taxpayer funds, particularly through “ghost” projects such as levees and flood management systems, reportedly costing the government billions of pesos.
The petition, supported by the Makabayan bloc—a coalition of left-leaning parties—claims the president betrayed public trust by channeling funds to allies and favored contractors, turning public coffers into a private campaign resource ahead of the 2025 midterm elections. The document submitted to the House of Representatives also alleges that Marcos personally solicited bribes.
Experts, however, doubt the petition’s prospects. Dennis Coronacion, a political science professor at the University of Santo Tomas in Manila, noted that the complaint faces slim chances of approval by the House justice committee or a full vote in the legislature, given that Marcos still enjoys support from many lawmakers.
Under the Philippine Constitution, any citizen can file an impeachment complaint if it is backed by at least one member of the House of Representatives, in a country of over 116 million people.
