Morocco raises €2.25 billion in eurobond sale amid investment push
Morocco has raised €2.25 billion through an international bond issuance, reinforcing its access to global capital markets as the country continues to finance large-scale infrastructure and development programs. The operation was split into two tranches with maturities set for 2034 and 2038, reflecting sustained investor appetite for Moroccan sovereign debt.
The bond issuance recorded strong demand, reaching €5.2 billion, which corresponds to a coverage ratio of around 2.5 times. This level of oversubscription indicates continued confidence from international investors in Morocco’s macroeconomic stability and long-term financing strategy, particularly as the country prepares for major infrastructure expansion linked to upcoming global sporting events.
The financing structure included a €1.25 billion tranche maturing in 2034 and a €1 billion tranche maturing in 2038. The operation forms part of Morocco’s broader external financing strategy, which sets a ceiling of $6.5 billion in new external debt for 2026, alongside planned domestic borrowing of approximately MAD 65 billion, equivalent to about $7 billion.
Officials and market analysis cited by financial sector sources point to Morocco’s increasing preference for euro-denominated borrowing, driven by its deep trade and investment ties with the European Union. The EU remains Morocco’s primary trading partner, accounting for a significant share of both exports and imports, which strengthens the alignment between financing currency and economic exposure.
The eurobond strategy also reflects Morocco’s financing needs related to long-term infrastructure programs, including transport expansion, airport upgrades, and stadium development linked to preparations for the 2030 FIFA World Cup, which the country will co-host with Spain and Portugal. These projects form part of a broader investment cycle estimated to span multiple years and sectors.
Recent financing activity follows earlier eurobond operations that exceeded initial targets and confirmed sustained investor demand for Moroccan debt instruments. Authorities have increasingly emphasized fiscal discipline alongside large public investment commitments, particularly in the aftermath of the 2023 earthquake reconstruction efforts and ongoing national infrastructure upgrades.
Economists view the renewed access to international markets as a key component of Morocco’s funding strategy for projects projected to reach tens of billions of dollars over the coming decade. The combination of external borrowing and diversified funding channels is intended to maintain liquidity while supporting structural economic transformation.
