Morocco prioritizes tech sovereignty for a sustainable digital future

Morocco is placing technological sovereignty at the core of its vision for a sustainable and inclusive digital future, according to Amal El Fallah Seghrouchni, Minister Delegate in charge of the Digital Transition and Administrative Reform. Speaking at Orange Maroc’s Live Intelligence generative AI launch event in Rabat, Seghrouchni emphasized the importance of national control over technology and data management in driving digital transformation.

Independent cloud and legislative framework

A key aspect of Morocco’s strategy is the establishment of an independent Moroccan cloud to ensure that sensitive data remains under Moroccan jurisdiction. This effort has been formalized through Decree No. 2-24-921, issued on October 22, 2024, which governs the use of cloud service providers (CSPs) by critical organizations to safeguard the state’s digital assets.

One of the country’s most ambitious initiatives in this regard is the construction of a 500 MW hyperscale data center campus in Dakhla. The facility is expected to transform Morocco into a leading digital hub for Africa and beyond, offering high-performance computing, advanced security, low-latency networking, and global compliance standards.

Beyond infrastructure, Seghrouchni stressed the importance of a robust regulatory framework for the ethical use of artificial intelligence. Developed in collaboration with the National Commission for the Control of Personal Data Protection (CNDP), this framework ensures transparency, accountability, and the protection of fundamental rights, strengthening trust in AI-driven solutions.

AI as a pillar of Morocco Digital 2030

Artificial intelligence is a cornerstone of Morocco’s Digital 2030 strategy. Seghrouchni highlighted milestones such as the National AI Conference held in July, which resulted in a comprehensive national AI roadmap. Capacity building is central to this roadmap, exemplified by Morocco’s strategic partnership with Mistral. This collaboration focuses on training, applied research, and fostering in-country AI expertise.

Large language models (LLMs) were also highlighted as transformative tools, enabling Moroccan companies and administrations to leverage AI solutions tailored to local needs. These models can process Arabic, Berber, and French, incorporating linguistic nuances to make technology accessible and relevant to all citizens.

Generative AI and Morocco’s digital leadership

The launch of Live Intelligence, a generative AI solution developed by Orange Maroc in partnership with Orange Business, further underscores Morocco’s regional leadership in digital innovation. Built on a multi-LLM architecture, the platform ensures secure and efficient integration of AI into enterprises, enabling sustainable growth in Morocco’s digital economy.

Seghrouchni concluded by emphasizing the dual nature of digital sovereignty, both technological and ethical, stating that it must inspire trust while fostering innovation. By prioritizing data privacy, transparency, and inclusivity, Morocco aims to drive an ethical and transformative digital future.
