eBay and three former senior executives have agreed to pay $55.7 million to settle a lawsuit brought by a Massachusetts couple who were subjected to a coordinated harassment campaign carried out by former company employees, bringing to a close one of the most extraordinary corporate misconduct cases in recent U.S. legal history.

The settlement resolves a civil lawsuit filed in 2021 by David and Ina Steiner, publishers of the independent newsletter EcommerceBytes, who accused former eBay personnel of orchestrating an intimidation campaign after the publication ran articles that company executives viewed as critical of the online marketplace.

Under the agreement, eBay will pay $46.15 million directly to the Steiners. The company will also provide $6 million in charitable donations to nonprofit organizations and issue a strongly worded public statement addressing the conduct of three former top executives linked to the case.

In a statement, the Steiners' attorney, Christopher Murphy, said the settlement sends a clear message that corporations and senior leaders can be held accountable when employees engage in unlawful retaliation against critics.

eBay also acknowledged the seriousness of the events, describing the campaign as "wrong, reprehensible and should never have happened." The company reiterated its apology to the Steiners and said the agreement reflects its commitment to providing fair compensation and addressing the harm caused.

The lawsuit followed a federal criminal investigation that uncovered an elaborate cyberstalking operation involving former members of eBay's security team. Prosecutors said employees sent disturbing items to the couple's home—including live cockroaches, fly larvae and a bloodied Halloween pig mask—in an effort to intimidate them.

The campaign extended beyond anonymous deliveries. According to court filings, several participants traveled from California to Natick, Massachusetts, where they conducted surveillance on the Steiners and attempted to install a GPS tracking device on their vehicle.

The criminal case resulted in guilty pleas from seven former eBay employees, who received prison sentences of up to 57 months for their roles in the scheme.

Federal prosecutors alleged that the harassment campaign was intended to silence the Steiners after senior company leaders became frustrated with the editorial coverage published by EcommerceBytes. Court records cited communications in which then-Chief Executive Officer Devin Wenig allegedly instructed the company's communications chief that it was time to "take her down," referring to Ina Steiner, remarks that investigators argued helped set the events in motion.

The settlement closes the civil litigation but continues to stand as a landmark example of the legal, financial and reputational consequences companies can face when corporate misconduct extends beyond the workplace and targets members of the public.
