Crypto Assets in Morocco: Government Sets 2027 Regulatory Target
Morocco is preparing to establish a dedicated legal framework for crypto assets, placing digital finance among the priorities outlined in its Draft Finance Bill for 2027. The planned reform, centred on Bill No. 42.25, forms part of a wider strategy to modernize financial markets, diversify funding sources and expand businesses’ access to capital.
The government’s programme identifies the regulation of crypto assets as one of the measures intended to strengthen the country’s financing ecosystem. Rather than treating digital assets as an isolated issue, the proposed framework is included in a broader effort to adapt financial regulation to emerging technologies while preserving the stability of the national financial system.
The initiative follows several years of discussions about how Morocco should address the development of cryptocurrency-related activities. The first version of Bill No. 42.25 was prepared in late October 2025, and the 2027 finance programme identifies the adoption of a dedicated legal framework as a planned objective.
Diversifying financing beyond traditional banking
The cryptocurrency initiative is part of a broader government effort to provide businesses with more financing options. The authorities intend to strengthen capital markets, improve access to credit and encourage investment through a wider range of financial instruments.
Very small, small and medium-sized enterprises (VSMEs) are among the main intended beneficiaries of the financing strategy. The government plans to continue developing credit-guarantee and co-financing mechanisms, alongside measures designed to extend financial services to populations that remain underserved.
The programme sets a target of generating 45,000 gross jobs annually through these efforts. Data for the first quarter of 2026 indicate that guaranteed financing mobilized 11.6 billion dirhams across 12,035 operations. During the same period, 900 co-financing operations were carried out through the Tamwil fund, representing a combined value of 29.9 million dirhams.
Within this broader strategy, the proposed regulation of crypto assets could contribute to the diversification of financial instruments available to the economy. Its practical impact will depend on the final legal provisions and how the new framework is implemented.
Capital markets and green finance in focus
Alongside the crypto-asset legislation, the 2027 programme includes measures to strengthen Morocco’s capital markets and channel more investment towards environmentally sustainable activities.
One of the planned initiatives is the publication of a national green taxonomy, intended to help identify economic activities that qualify as environmentally sustainable. The measure forms part of Morocco’s broader climate-finance strategy through 2030.
The government also intends to advance its fintech development agenda, establish the Moroccan FinTech Centre and refine the rules governing securitization and private equity. Plans include launching a dedicated Sukuk segment on the domestic market, broadening the range of instruments available to investors.
These measures reflect an approach that combines financial innovation with efforts to improve the flow of capital towards productive economic activities.
Financial oversight remains a parallel priority
The planned crypto framework is accompanied by a wider programme to reinforce financial-sector supervision. The government intends to develop a unified monetary and financial code, prepare implementing regulations for legislation on banking-sector recovery and complete rules governing state guarantees for emergency liquidity operations.
Authorities also plan to continue aligning the country's prudential standards with international requirements. These measures are intended to support the expansion of financing options without weakening the safeguards underpinning the financial system.
For cryptocurrency businesses and investors, the adoption of Bill No. 42.25 would represent an important step towards a more clearly defined regulatory environment. However, the 2027 finance programme identifies the framework as a planned measure; its inclusion does not mean that the legislation has already been enacted or that all implementation details have been finalized.
A closely watched transition for digital finance
Morocco’s move towards crypto-asset regulation comes as governments worldwide seek to establish rules for digital financial products while addressing risks involving fraud, money laundering and investor protection.
The proposed framework could help clarify the conditions under which crypto-related services operate in Morocco. Its effectiveness will ultimately depend on the final legislation, the responsibilities assigned to supervisory authorities and the requirements imposed on market participants.
For now, the Draft Finance Bill 2027 places digital assets within a broader economic agenda focused on financing businesses, modernizing capital markets and maintaining financial stability.
