Morocco's General Directorate of Taxation Unveils Ambitious 2024-2028 Strategic Plan

Morocco's General Directorate of Taxation (DGI) has outlined its ambitious goals for the next five years through its newly unveiled 2024-2028 strategic plan. Building upon the successes of its prior 2017-2021 strategy, the DGI seeks to fortify tax collection, encourage civic duty, modernize processes and systems, and ensure a fair and transparent tax administration for both citizens and businesses.

In a statement on the organization's website, DGI Director General Younes Idrissi Kaitouni explained that the new plan was crafted through an inclusive process, leveraging insights gained from the previous two strategic cycles. Kaitouni emphasized, "We have witnessed significant progress in areas such as digital transactions, data management, skills development, and revenue mobilization. This third plan will guide us in further fulfilling our critical role in funding public policy through efficient and effective tax administration."

The plan delineates six strategic priorities, focusing on maximizing tax revenue potential through improved registries, enhancing taxpayer outreach emphasizing civic duty, supporting tax reform initiatives, ensuring legal certainty, bolstering the DGI's international standing, strengthening human and technological capabilities, and leveraging data analytics. By pinpointing and addressing non-compliance, the DGI aims to fortify both collection and compliance.

Looking ahead, the DGI will foster trusting relationships with taxpayers through ongoing civic education initiatives. Technological modernization and digital transformation efforts will elevate the taxpayer experience and drive operational efficiency. Rigorous performance management and governance practices will also be implemented to optimize outcomes.

In essence, the ambitious five-year strategy charts the DGI's course to resiliently support Morocco's development through fair, quality tax administration in an ever-evolving domestic and global context. The realization of the DGI's goals and the strengthening of taxpayer trust in the system remain to be seen.
