Temasek targets European defence investments amid rising military spending

Singapore's state-owned investment company Temasek is preparing to expand its presence in the European defence sector as governments across the continent accelerate military spending in response to evolving security challenges. The strategic shift reflects changing investment priorities driven by geopolitical uncertainty and increasing demand for advanced defence capabilities.

Speaking in Paris, a senior Temasek executive said the investor is exploring opportunities linked to the defence industry as part of a broader plan to increase investments across Europe, the Middle East and Africa (EMEA). The region currently represents around 12% of Temasek's S$518 billion (approximately $401 billion) global portfolio, leaving significant room for future expansion.

Defence becomes a new investment focus

Historically, Temasek maintained a cautious approach toward defence-related investments. That position is now evolving as the security environment changes and governments allocate larger budgets to strengthen national defence capabilities.

The investment group indicated that it is prepared to consider military-related assets while maintaining clear ethical boundaries. Its strategy will prioritize dual-use technologies—innovations with both civilian and defence applications—while excluding investments associated with biological or chemical warfare.

This approach aligns with growing investor interest in technologies such as artificial intelligence, cybersecurity, advanced communications, autonomous systems and aerospace solutions, all of which increasingly serve both commercial and military markets.

Europe's defence expansion creates new opportunities

The conflict in Ukraine has reshaped defence policies across Europe, encouraging governments to modernize armed forces and expand procurement programmes. The resulting increase in public spending has created new opportunities for institutional investors seeking long-term exposure to companies operating in strategic industries.

For Temasek, the evolving defence landscape complements its broader ambition to deepen its investment footprint throughout the EMEA region. Over the past two years, the firm has invested approximately €13 billion across the region, demonstrating its growing commitment to markets beyond Asia.

Long-term strategy driven by geopolitical shifts

Temasek's evolving investment strategy highlights how global investors are reassessing sectors once considered outside their traditional mandates. As defence increasingly intersects with digital technologies and critical infrastructure, institutional capital is flowing toward businesses capable of supporting both economic resilience and national security.

By concentrating on dual-use innovation while maintaining restrictions on controversial weapons-related activities, Temasek aims to balance commercial opportunities with responsible investment principles as geopolitical dynamics continue to reshape global capital allocation.
