US-Russia diplomatic talks highlight renewed tensions over Ukraine arms deliveries
Senior diplomats from the United States and Russia held high-level discussions in Manila on Thursday, where the war in Ukraine dominated the agenda and exposed persistent divisions over military support for Kyiv and prospects for a negotiated settlement.
The meeting between US Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov took place on the sidelines of the ASEAN Foreign Ministers' Meeting, marking another diplomatic exchange as the conflict continues with no immediate sign of de-escalation.
Moscow reiterates opposition to Western military assistance
According to the Russian Foreign Ministry, Lavrov used the meeting to warn Washington against continuing military assistance to Ukraine, describing further US weapons deliveries to Kyiv as unacceptable.
The Russian side also criticized what it called the destabilizing policies of several European governments, accusing them of pursuing a long-term strategy aimed at weakening Russia through sustained support for Ukraine.
Washington emphasizes diplomacy
The US Department of State said the discussions covered broader bilateral relations as well as the need to bring an end to the war between Russia and Ukraine. The diplomats also exchanged views on developments in the Middle East, another area where Moscow and Washington remain at odds following recent US military actions targeting Iran.
Neither Rubio nor Lavrov made public remarks before or after the roughly 30-minute meeting.
Ukraine seeks renewed diplomatic momentum
The diplomatic encounter followed talks between Ukrainian President Volodymyr Zelensky and senior US representatives aimed at advancing efforts toward a future peace process.
Zelensky said the discussions focused on revitalizing diplomatic initiatives while reaffirming Ukraine's commitment to achieving what he described as a just and dignified peace. His comments came during a period of renewed political and military adjustments within Ukraine, including recent changes to the country's military leadership.
Fighting continues despite diplomatic contacts
While diplomatic channels remain active, hostilities on the ground continue.
Russian-installed authorities in Crimea reported that a Ukrainian attack killed one person and injured four others, including two children. Separately, officials in Russia's Ulyanovsk region said Ukrainian drones struck an energy facility, triggering a fire.
The latest developments illustrate the widening gap between diplomatic engagement and the continuing military confrontation, with both sides maintaining pressure on the battlefield even as international efforts to encourage dialogue persist.
