Rubio says Saudi Arabia plans to develop a peaceful nuclear program

US Secretary of State Marco Rubio has said that Saudi Arabia intends to develop a peaceful nuclear energy program, highlighting the growing cooperation between Washington and Riyadh in the field of civilian nuclear technology.

Speaking at a press conference on the sidelines of an ASEAN foreign ministers' event, Rubio said that any agreement involving civilian nuclear energy must include appropriate safeguards to ensure that the technology and materials are used exclusively for peaceful purposes.

The US secretary of state also indicated that Washington would prefer Saudi Arabia to develop its civilian nuclear capabilities in cooperation with the United States rather than with another country. According to Rubio, such an arrangement would allow the US to monitor the development of the program and ensure that the necessary safeguards are respected.

Rubio described Saudi Arabia as an important strategic partner for the United States and suggested that a nuclear cooperation agreement between the two countries would be in Washington's interest. However, any agreement would still be subject to the required review procedures in the US Congress.

The announcement follows the signing of a nuclear cooperation agreement between Saudi Arabia and the United States, according to the US Department of Energy. The agreement is expected to provide a legal framework for American companies seeking to participate in the development of Saudi Arabia's emerging civilian nuclear sector.

Such agreements are commonly referred to as "123 Agreements" under US law. They establish the conditions under which countries can cooperate on the peaceful use of nuclear energy while requiring commitments related to nuclear safety and non-proliferation.

For Saudi Arabia, nuclear energy is viewed as a potential component of its broader strategy to diversify its energy mix and reduce reliance on conventional fossil fuels. The kingdom has been exploring nuclear power as part of its long-term plans to meet growing electricity demand and develop new sources of low-carbon energy.

For the United States, cooperation with Saudi Arabia could create opportunities for American nuclear technology companies and support exports in a highly competitive international market. It could also strengthen Washington's strategic relationship with Riyadh.

The development of the Saudi nuclear sector is likely to attract international attention, particularly regarding safeguards, transparency, nuclear security, and non-proliferation commitments. Any future expansion of the program will therefore be closely monitored by international institutions and regional partners.

The planned cooperation reflects the broader role that civilian nuclear energy is playing in global energy strategies, as countries seek to balance rising electricity demand, energy security, economic development, and climate objectives.
