Casablanca’s 2027 Municipal Budget Reaches MAD 5.3 Billion
Casablanca’s municipal council has approved a budget of approximately MAD 5.3 billion for 2027, setting out the financial framework for the city’s public services and development projects during the final year of its current mandate.
The decision was adopted on Thursday, October 22, during the second meeting of the council’s ordinary October session, chaired by Casablanca Mayor Nabila Rmili. The meeting also covered financial and property matters, municipal parking facilities, sports infrastructure and other local governance issues.
The budget has risen substantially from approximately MAD 3.5 billion in 2021. However, the allocation of funds highlights a continuing challenge for Morocco’s economic capital: balancing the cost of everyday municipal operations with the investment needed to improve urban infrastructure and public services.
Operating Costs Account for Most of the Budget
Of the planned MAD 5.3 billion, approximately MAD 4.7 billion is earmarked for operating expenditure. These costs include municipal employees’ salaries, debt servicing and financial allocations for district administrations and local development companies.
The council has also emphasised the importance of meeting its existing financial obligations, particularly payments related to water, electricity and public lighting. Preventing unpaid bills from accumulating is a key consideration in managing municipal finances.
The scale of these recurring expenses leaves a smaller portion of the overall budget available for equipment and investment. Municipal authorities say spending discipline has helped create room for development-related expenditure while maintaining essential services.
MAD 800 Million Allocated to Equipment and Investment
Around MAD 800 million has been set aside for equipment expenditure, according to Rmili. This allocation is intended to support the municipality’s investment priorities alongside its ongoing commitments.
The mayor linked the growth in the city’s budget over the current mandate to the implementation of development projects and improvements in services, particularly public cleanliness.
The effectiveness of the 2027 budget will depend not only on the amount allocated but also on how efficiently the funds are used and whether planned projects progress as scheduled.
For a city facing extensive urban and service requirements, maintaining sufficient investment capacity while covering salaries, debt obligations and operating costs remains a central financial consideration.
Municipality Expects a Year-End Surplus
Casablanca’s municipal authorities also expect to record a substantial budget surplus by the end of 2026, according to the mayor.
The anticipated surplus could help the city honour commitments arising from existing agreements and planned development projects, while supporting their continued implementation.
The final amount will depend on the municipality’s actual revenues and expenditure. Its significance lies in the additional financial flexibility it could provide as the council prepares to implement its 2027 spending programme.
65 Agenda Items Examined During October Session
The council’s second October meeting addressed 65 agenda items, extending beyond the budget to include land-related files, sports facilities, municipal parking and other administrative matters.
Earlier in the month, on October 7, the council approved the creation of an additional civil registry office named Al Abrar. The office is scheduled to operate from the Al Abrar administrative annex in the Moulay Rachid district.
The range of issues considered during the October session reflects the breadth of responsibilities handled by the municipality, from essential public services to infrastructure management and administrative operations.
Final Year of the Current Council’s Mandate
The 2027 budget carries added significance because it covers the final year of the current municipal council’s mandate.
This timetable places greater importance on the continuity of ongoing projects and the municipality’s ability to fulfil its financial commitments before the end of the term.
Casablanca’s rising budget provides a larger financial framework than the city had at the beginning of the current mandate. The key measure of its impact, however, will be whether the available resources translate into completed projects, more reliable municipal services and tangible improvements for residents.
