Morocco’s 2027 Budget to Create 34,454 Public Sector Jobs

Morocco’s 2027 Budget to Create 34,454 Public Sector Jobs

Morocco’s draft Finance Bill for 2027 provides for the creation of 34,454 budgetary positions, marking a new recruitment drive across government departments and public institutions. The proposed allocations place particular emphasis on the Interior, national defence, healthcare and higher education, reflecting the distribution of staffing needs across key public services.

Presented to Parliament on October 23, 2026, by Fouzi Lekjaa, Minister of Economy, Finance and Public Performance, the draft budget sets out the government’s planned staffing allocations for the coming financial year.

Of the 34,454 positions announced, 33,954 are distributed among ministries and public institutions, while an additional 500 positions are available for allocation by the Head of Government.

Interior, Defence and Healthcare Lead Recruitment Plans

The Ministry of the Interior receives the largest allocation, with 14,200 positions. The National Defence Administration follows with 5,500, while the Ministry of Health and Social Protection is assigned 5,400 positions.

Together, these three departments account for 25,100 positions, representing the largest share of the planned recruitment programme.

Other major beneficiaries include the Ministry of Economy, Finance and Public Performance, with 2,460 positions, and the Ministry of Higher Education, Scientific Research and Innovation, with 1,920. The General Delegation for Prison Administration and Reintegration is allocated a further 1,500 positions.

The distribution also covers several other areas of government, including justice, religious affairs, agriculture, foreign affairs and public infrastructure.

Education and Public Institutions Included in the Plan

Beyond the main ministerial allocations, the draft budget provides for 364 positions within the Ministry of National Education, Preschool, Sports and related training and qualification services, alongside 340 positions for the Higher Council of the Judicial Power and 300 for the Ministry of Justice.

A separate provision introduces 600 additional budgetary positions within the national education department from January 1, 2027. These positions are intended to regularise the administrative status of eligible officials holding doctoral degrees or equivalent qualifications who have successfully passed the relevant competitive examination for the education and training research-teacher corps.

The measure is accompanied by the removal of the corresponding positions previously occupied by the officials concerned, in accordance with the proposed regulatory arrangements.

The education sector also benefits from 15,590 positions earmarked for recruitment through Regional Academies of Education and Training. In healthcare, Territorial Health Groups are allocated another 2,600 positions.

These allocations are separate from the 34,454 positions announced under the general budget, and illustrate the broader staffing provisions outlined in the draft finance legislation.

Provision for Inclusion in Public Recruitment

The 500 positions reserved for allocation by the Head of Government include 200 designated for people with disabilities. The provision introduces a specific inclusion component into the proposed recruitment framework.

The remaining allocations extend to a wide range of public bodies, including the Royal Court, the Ministry of Agriculture, the Ministry of Foreign Affairs, financial courts and institutions responsible for human rights and governance.

Smaller allocations are also planned for parliamentary institutions, digital transition, employment and social dialogue, tourism, industry and other administrative departments.

A Budgetary Framework for 2027

The proposed recruitment programme forms part of Morocco’s wider budget planning for 2027. Its final implementation will depend on the legislative process and the applicable recruitment procedures, including the identification of staffing requirements within the beneficiary departments.

For prospective applicants, the announced figures provide an overview of the public institutions expected to receive additional budgetary positions. However, the allocation of posts in the finance bill does not, by itself, constitute an open recruitment competition. Candidates will need to follow official announcements from the relevant ministries and institutions for details on eligibility, application deadlines and examination procedures.

The scale and distribution of the proposed positions make public employment a significant component of Morocco’s 2027 budget planning, with the largest allocations concentrated in the Interior, defence and healthcare sectors.
