Morocco places energy security at the heart of its strategic sovereignty
Energy security is increasingly becoming a central component of Morocco’s national strategy, extending well beyond the traditional objective of meeting domestic consumption needs. Rising geopolitical tensions, volatile international markets and disruptions to global supply chains have made reliable access to energy a key factor in protecting the resilience of the Moroccan economy.
For a country that relies heavily on imported fuels, maintaining sufficient strategic reserves is particularly important. Expanding storage capacity and strengthening supply-management mechanisms can provide the country with greater room to respond to sudden disruptions, international price increases or geopolitical crises.
Morocco is therefore seeking to strengthen its fuel-storage capabilities, with the objective of creating reserves capable of covering close to three months of domestic consumption. The strategy involves making better use of existing infrastructure, expanding storage facilities operated by industry players and reinforcing monitoring mechanisms to ensure continuity of supply.
However, energy security is increasingly being viewed as a broader issue than the size of fuel reserves. Diversifying suppliers, strengthening infrastructure and reducing exposure to international oil and gas markets are becoming essential elements of a long-term strategy aimed at limiting the impact of external shocks.
The development of renewable energy is another major pillar of this approach. Morocco aims to increase the share of renewable sources in electricity generation to around 52%, relying on its significant solar and wind potential. The objective is not only to reduce emissions, but also to expand domestic sources of energy, diversify the national energy mix and reduce vulnerability to fluctuations in fossil-fuel markets.
The global energy transition is also creating new opportunities. Renewable electricity, energy storage, smart grids and green hydrogen are increasingly interconnected and are reshaping international energy markets. Morocco’s geographical proximity to Europe, combined with its renewable-energy resources, could allow the Kingdom to play a larger role in emerging energy value chains.
Energy security is also closely linked to water and food security. Agriculture depends on both water and energy, while desalination requires substantial amounts of electricity. Ensuring the continuity of industrial and economic activity therefore requires a coordinated approach to managing these strategic resources.
Morocco is consequently expanding efforts to diversify its water supplies through smaller dams, rainwater-harvesting infrastructure, seawater desalination projects and water-transfer systems between basins. Plans include the development of around 400 new water facilities and six additional desalination plants, with the aim of increasing national desalinated-water production to more than 1.8 billion cubic meters by 2031.
Climate change is adding further pressure to this interconnected system. Greater water scarcity is forcing agriculture and other sectors to improve resource efficiency. Expanding water-saving irrigation to an additional 350,000 hectares would bring the total area equipped with such systems to approximately 1.2 million hectares, while new water infrastructure in pastoral areas could help strengthen resilience in rural communities.
Food security forms another part of Morocco’s broader strategic approach. Strengthening domestic agricultural production, reducing exposure to international market disruptions, preserving local seeds and livestock breeds, and investing in agricultural research can help limit vulnerabilities created by climate, trade and geopolitical shocks.
Technology is emerging as another dimension of national sovereignty. As digital capabilities become increasingly important to economic competitiveness and strategic autonomy, Morocco is placing greater emphasis on artificial intelligence, education and technological skills. Training thousands of specialists and introducing AI-related learning at earlier stages of education could help build a stronger national technology ecosystem.
Control over technology is becoming increasingly important because sovereignty is no longer determined solely by access to physical resources. The ability to develop, manage and protect the technologies used to exploit those resources is also becoming a source of economic strength. Building domestic expertise in artificial intelligence could help reduce technological dependence, strengthen data protection and support innovation.
Taken together, these priorities point to a broader conception of strategic security in Morocco, in which energy, water, food and technology are closely interconnected. A disruption in energy supplies can affect industrial and agricultural production, water shortages can undermine food security, while technological dependence can create new vulnerabilities in an increasingly digital global economy.
Morocco’s long-term resilience will therefore depend not only on increasing production and expanding infrastructure, but also on its ability to anticipate crises, diversify supply sources, strengthen domestic capabilities and invest in knowledge and innovation.
Energy remains at the center of this equation because its effects extend across virtually every sector of the economy and society. In a rapidly changing international environment, securing energy supplies and developing domestic alternatives are increasingly becoming essential elements of Morocco’s economic resilience and strategic sovereignty.
