European Central Bank warns banks on AI cyber threats

The European Central Bank will send a formal letter to all banks under its supervision, instructing them to strengthen defenses against cyberattacks driven by advanced artificial intelligence models. The move reflects growing concern within the institution about the speed and scale at which AI tools can identify and exploit software vulnerabilities.

Frank Elderson, a member of the central bank’s executive board, outlined the decision during a financial services conference in Zurich. He said the central bank had already held meetings with commercial lenders to assess emerging cyber risks linked to advanced AI systems capable of automating complex attack processes.

Elderson warned that certain AI models can detect weaknesses in software systems and combine minor flaws into fully functional attack chains. He said some tools can generate working exploits on the first attempt in a high percentage of cases and identify previously unknown vulnerabilities in operating systems and browsers. He described this shift as a new category of cyber risk that demands immediate attention from financial institutions.

The central bank plans to follow the letter with direct supervisory engagement at the individual bank level. Smaller institutions will receive particular scrutiny due to concerns that their IT systems may be less resilient against sophisticated attacks.

The announcement builds on earlier warnings from European regulators about the growing intersection of artificial intelligence and cybersecurity threats. The central bank has already placed operational resilience and cyber defense at the center of its supervisory priorities for the coming years, signaling a transition from general guidance to mandatory expectations for banks across the euro area.
