Russia's Enforcement of Digital Regulations Intensifies as Social Media Platform Faces Third Penalty of 2024

A Moscow district court has levied a new fine of 3 million rubles ($29,200) against TikTok for failing to comply with Russia's information access restrictions. The ruling, issued by the Tagansky District Court, found TikTok Pte Ltd in violation of Part 2, Article 13.41 of the Russian Federation's Administrative Code.

The case marks an escalating pattern of regulatory enforcement against the social media platform in Russia. This latest penalty represents the third such fine imposed on TikTok in 2024, following two earlier fines of 4 million rubles ($38,278) each in July and November. The cumulative financial penalties against TikTok in Russia this year now total 11 million rubles ($105,260).

The court's decision specifically addresses TikTok's alleged non-compliance with Russian laws mandating the restriction of access to certain types of information and information resources. The ruling underscores Russia's ongoing efforts to maintain strict control over digital content distribution within its borders.
