Ambassador Omar Hilale Highlights Morocco's Ambitious Reforms at International Conference

Morocco's Permanent Representative to the United Nations, Ambassador Omar Hilale, has underscored the country's bold and comprehensive structural and sectoral reforms, championed under the leadership of King Mohammed VI. Speaking at the Fourth International Conference on Financing for Development in Addis Ababa, Hilale detailed the far-reaching impacts of Morocco's new developmental model, designed to steer public policies and programs through 2035.

In his keynote address, Hilale elaborated on Morocco’s strategic reforms aimed at invigorating the economic and social fabric of the nation. Central to this strategy is the Mohammed VI Investment Fund, which boasts an impressive allocation of MAD 45 billion ($4.5 billion) earmarked for strategic sector growth. Of this, a substantial MAD 15 billion ($1.5 billion) is sourced from the national budget, demonstrating a significant commitment to bolstering the economy through a synergy of public and private financing.

The reforms, Hilale explained, are crafted to mobilize local financial resources more effectively and to foster substantial changes across the economic and social landscapes. He highlighted the enhanced support for small and medium-sized enterprises (SMEs), focusing on improving access to financing and equipping them with the necessary tools for competition, job creation, and value addition.

Furthermore, Hilale emphasized Morocco's dedication to financial inclusion and digital transformation. Initiatives such as mobile payment platforms and online banking services are pivotal to this agenda, aiming to integrate more citizens into the formal financial system and promote economic dynamism.

Hilale also touched upon Morocco's regional cooperation efforts, particularly through South-South solidarity initiatives. Notable among these are the Nigeria-Morocco gas pipeline and a royal initiative to facilitate Sahel countries' access to the Atlantic Ocean. These projects are anticipated to significantly enhance Africa's economic potential and herald a new approach to development financing.

In his address, Hilale called for a comprehensive reform of the international financial system to better support Africa's development aspirations. He referenced the Marrakech Declaration, which advocates for a more equitable global financial architecture that respects African sovereignty and contributes to the continent's prosperity.

He further stressed the importance of effective multilateralism and trust-building among nations. These elements, he argued, are crucial to overcoming the multi-dimensional challenges that hinder sustainable development, particularly those related to financing.

Ambassador Hilale's address at the conference not only highlighted Morocco's ambitious reform agenda but also underscored the country's commitment to fostering a collaborative and inclusive approach to development, both regionally and globally.
