Russia ramps up civilian attacks amid Trump peace efforts

A European government analysis has identified 2025 as the deadliest year for Ukrainian civilians since Russia's full-scale invasion began in 2022, with a clear spike in attacks aligning with President Donald Trump's peace initiatives. Bloomberg reported the assessment on Sunday, detailing around 2,400 Ukrainian civilian deaths and nearly 12,000 injuries from Russian strikes throughout the year a roughly 30 percent rise from 2024. These findings align closely with Monday's data from the United Nations Human Rights Monitoring Mission in Ukraine, which recorded 2,514 deaths and 12,142 injuries, reflecting a 31 percent increase over the prior year.

The European evaluation uncovers a pattern where Russian attack intensity surged each time the Trump administration advanced peace negotiations. Over 2,000 civilian deaths in 2025 occurred after Trump and Russian President Vladimir Putin held a March phone call agreeing to start ceasefire talks. Russia launched the war's 40 largest air strikes in the months following the first direct talks between Russian and Ukrainian officials in three years, held in May 2025. The Center for Strategic and International Studies highlighted Russia's record drone deployments during this stretch, including 355 Shahed drones in a single day on May 25.

In the second half of 2025—mostly after Trump's August meeting with Putin at Joint Base Elmendorf-Richardson in Anchorage, Alaska, Russia fired an average of 5,300 drones at Ukraine each month, more than five times the 2024 monthly average. Since November 2025 reports emerged of a 28-point peace plan drafted by U.S. and Russian officials, Russia has unleashed over 9,000 drones and 350 missiles on Ukrainian cities, killing more than 220 civilians.

European officials told Bloomberg the numbers demonstrate that Putin "is not taking peace talks seriously" and may be "seeking leverage by signaling willingness to escalate violence and erode Ukrainian morale." The Kremlin has not immediately responded to comment requests. Danielle Bell, head of the UN monitoring mission, attributed the victim surge to intensified frontline hostilities plus greater use of long-range weapons exposing civilians nationwide. The UN noted 97 percent of confirmed deaths happened in government-controlled Ukrainian territory from Russian attacks.

The European report estimates total Ukrainian civilian deaths since February 2022 at about 15,000, with over 40,000 injuries, including 758 children killed. Nearly two-thirds of 2025 victims occurred in frontline areas, where elderly residents proved especially vulnerable.
