Moroccan government advances regional health reform in Souss-Massa

Aziz Akhannouch chaired the first board meeting of the Territorial Health Group (GST) of the Souss-Massa in Agadir, marking another step in Morocco’s efforts to modernize and decentralize the national healthcare system.

The initiative forms part of a broader governmental strategy aimed at strengthening regional healthcare governance and improving access to medical services across the country. The launch of the Souss-Massa Territorial Health Group follows similar projects already introduced in the regions of Tanger-Tétouan-Al Hoceima and Rabat-Salé-Kénitra, reflecting a national push toward more efficient and regionally adapted healthcare management.

The new governance model seeks to improve coordination between healthcare institutions, increase operational efficiency, and ensure medical decisions are better aligned with regional needs and demographic realities. Authorities also emphasize the importance of integrating healthcare services at different levels, from primary care to university hospitals, to provide patients with smoother treatment pathways.

During the meeting, officials approved the group’s budget and strategic action plan for the 2026 and 2027 periods, alongside its organizational structure and frameworks for healthcare professionals working within the regional system. Authorities indicated that the Territorial Health Group is expected to become fully operational in August 2026.

Speaking during the meeting, Prime Minister Aziz Akhannouch highlighted the importance of creating a new governance approach focused on healthcare quality, fair access to treatment, and stronger coordination among medical institutions. The reform also aims to reinforce territorial equity and support Morocco’s broader decentralization strategy.

Healthcare infrastructure in the Souss-Massa region was also discussed, particularly the role of the Mohammed VI University Hospital of Agadir, which became operational in 2025 and serves millions of residents in the region and neighboring areas. The hospital represents a major investment in advanced healthcare and is expected to strengthen specialized medical services.

Officials further announced plans to launch reconstruction and modernization work at the Hassan II Regional Hospital before the end of the year. The project is intended to improve hospital capacity and enhance the quality of care available to local communities.

Regional health managers stressed the importance of medical governance, digital health systems, and family medicine in improving patient orientation, reducing hospital overcrowding, and strengthening long-term healthcare sustainability. Workforce development, continuous training, and attracting medical talent to underserved areas were also identified as priorities for ensuring the success of the reform.

The reform reflects Morocco’s ongoing efforts to reshape its healthcare system by combining institutional modernization, regional governance, and improved access to medical care for citizens across the country.
