Louvre chief quits after jewel heist and mounting museum scandals

Laurence des Cars, the first woman to lead the Louvre Museum, has stepped down less than five months after a spectacular crown jewel robbery exposed serious security lapses at the world’s most visited museum. French President Emmanuel Macron accepted her resignation, describing it as an act of responsibility at a time when the institution needs stability and renewed momentum to overhaul its security systems and modernize its operations. Des Cars had reportedly offered to resign on the night of the October heist, but the move was only formalized this week, a day before she was due to appear before French lawmakers to answer questions about the failures that allowed the theft to happen.

The October 19 robbery, quickly dubbed the “heist of the century,” saw a team of four thieves dressed as construction workers use a mechanical ladder to reach a riverside façade and break into the Louvre’s ornate Galerie d’Apollon. Armed with power tools, they sliced through reinforced display cases and escaped in under eight minutes with a cache of 19th‑century French crown jewels worth an estimated 88 million euros, including pieces linked to Napoleon III and Empress Eugénie. Investigators later said the burglars exploited a series of vulnerabilities, from defective cameras to blind spots in external surveillance and sluggish communication between security teams and police.

A parliamentary inquiry and a separate Senate commission concluded that the theft was the result of systemic failures rather than a single security lapse, accusing museum management and state authorities of ignoring years of internal alerts and risk assessments. One 2019 audit had flagged the very balcony and gallery used by the thieves as particularly exposed, yet key upgrades were delayed or only partially implemented, according to lawmakers. Des Cars told senators that since taking office in 2021 she had repeatedly warned the government about the Louvre’s aging infrastructure, outdated surveillance network, and unarmed security staff, arguing that the museum was both overcrowded and structurally fragile.

The jewel heist was followed by a cascade of other crises that deepened pressure on the museum’s leadership. In November, a water leak from an obsolete heating or plumbing system damaged hundreds of items in the Egyptology archives and other storage areas, raising fresh concerns over conservation standards. Staff unions launched rolling strikes in December, denouncing deteriorating working conditions, understaffing, and what they described as years of underinvestment in safety and maintenance. This month, French authorities arrested several people, including two Louvre employees, in connection with an alleged ticketing fraud scheme that may have siphoned off more than 10 million euros over roughly a decade.

Against this backdrop, Macron has promoted an ambitious renovation and reorganization blueprint known as the “Louvre New Renaissance,” a multiyear program expected to cost at least 800 million euros. The plan aims to reduce chronic overcrowding, improve visitor circulation, revamp signage, expand rest areas and amenities, and reinforce the protection of artworks and historic interiors. To help finance some of the work and offset inflation in operating costs, the museum recently raised ticket prices for most non‑EU visitors by about 45 percent, a move that sparked debate in France and abroad about accessibility and cultural policy.

Des Cars’ departure now leaves the flagship project without its main architectural and curatorial champion just as public scrutiny of the Louvre’s governance reaches a peak. The Élysée Palace has said that a successor will be appointed quickly to restore confidence and push ahead with security upgrades, digital modernization, and the renovation schedule. Des Cars is expected to remain active in the cultural sphere by overseeing a mission focused on cooperation among major museums during France’s presidency of the Group of Seven, while French investigators continue the search for the missing jewels and authorities debate how to prevent another such humiliation.
