Delhi introduces permanent winter anti-pollution measures to combat toxic air

The government of Delhi has unveiled a permanent set of anti-pollution measures that will automatically take effect every winter, replacing the previous system under which restrictions were imposed only after air quality reached hazardous levels.

The new policy aims to curb the severe smog that blankets India's capital each year, where pollution levels regularly rank among the highest in the world during the colder months.

Restrictions to apply regardless of air quality levels

Under the new framework, pollution-control measures will be enforced annually from November 1 to February 28, regardless of the daily Air Quality Index (AQI).

Previously, authorities activated restrictions only after pollution crossed specific thresholds under a graded response system.

Government data from the past three years shows Delhi's average AQI during the winter season has ranged between 312 and 342, far above the 0–50 level classified as "good" air quality.

Measures target traffic, construction and office attendance

The seasonal restrictions include a series of measures designed to reduce vehicle emissions and construction-related dust, two major contributors to Delhi's winter pollution.

Key provisions include:

  • Doubling parking charges to discourage the use of private vehicles.
  • Staggered working hours across government offices.
  • A ban on most outdoor construction activities, with exceptions for essential public infrastructure projects.

From November 1 to January 31, all government offices and private businesses will also be required to have only half of their workforce physically present, with the remaining employees working remotely.

Authorities said organizations that fail to comply with the new rules could face penalties, including legal action.

EV incentives complement pollution strategy

The winter restrictions form part of a broader effort to improve air quality across the capital.

Earlier this week, the Delhi government announced a new incentive program offering more than $1,000 to owners who scrap older vehicles and replace them with electric vehicles (EVs).

Officials hope the combination of stricter seasonal controls and accelerated EV adoption will help reduce emissions during the period when weather conditions trap pollutants close to the ground.

Long-term approach to recurring air quality crisis

Delhi experiences a sharp deterioration in air quality every winter due to a combination of vehicle emissions, industrial pollution, construction dust, agricultural burning in neighboring regions and unfavorable weather conditions.

By making seasonal restrictions automatic rather than reactive, authorities aim to reduce pollution before it reaches peak levels and provide greater certainty for residents, businesses and public institutions.
