African parliaments rally behind transformative Atlantic initiative

Speakers of the parliaments of African Atlantic States have unanimously endorsed the Atlantic African States Process (AASP), an initiative spearheaded by King Mohammed VI. The Rabat Declaration, issued at the conclusion of their meeting on Thursday in Rabat, highlighted the ambition to transform the Atlantic seaboard into a dynamic space for economic integration, social prosperity, and international investment.

A vision for integration and opportunity

The parliamentary leaders praised the nobility of the AASP, which addresses historical and geopolitical challenges by tapping into the vast potential of 23 African nations along the Atlantic Ocean coastline. They recognized the initiative as a cornerstone for advancing the African Continental Free Trade Area (AfCFTA) and positioning it as a vital gateway to global markets.

The Declaration, titled “For the transformation of the African Atlantic seaboard into a space of integration, prosperity, attractiveness and connection with the world,” emphasized the strategic importance of the Atlantic Ocean for Africa. It highlighted the region's abundant resources, advantageous geographical position, and potential to attract global investment for large-scale projects and infrastructure. The Atlantic seaboard’s stability and security for the movement of goods and people were also noted as key pillars for its development.

Unlocking regional and global potential

The parliamentary Speakers voiced their aspirations for the AASP to establish the Atlantic seaboard as an international hub for investment, trade, services, and tourism. They underscored its complementarity with major initiatives, such as the Nigeria-Morocco Gas Pipeline. This ambitious project will connect 13 African countries to Europe, serving as a vital economic artery for the region. Additionally, the initiative to grant Sahel States access to the Atlantic Ocean was highlighted as a strategic component of the AASP’s broader vision.

The Process, they affirmed, lays the groundwork for a shared future among Atlantic African nations. By fostering regional collaboration, the initiative is expected to accelerate economic momentum through the construction of roads, ports, and essential infrastructure.

A collaborative and inclusive approach

The Speakers applauded the efforts of African governments in advancing this ambitious project and emphasized the importance of a participatory and consultative approach. They called for the diversification of mechanisms for joint reflection and planning, ensuring all national institutions in the concerned states actively contribute to the Process.

To maximize the initiative's impact, the Declaration urged widespread promotion of the AASP within participating countries and among global economic powers. By integrating the AASP into international development and economic agendas, the Speakers aim to attract states, financial institutions, and multinational corporations to invest in its success.

Advocacy and cooperation

The parliamentary leaders committed to championing the AASP on the global stage, particularly within the international parliamentary community, as part of their broader dedication to advancing Africa's interests. They stressed the importance of solidarity among African nations and advocated for resolving disputes through dialogue and peaceful means, rejecting the use of force.

To institutionalize their efforts, the Speakers announced the creation of a parliamentary network representing the national parliamentarians of the participating states. This network will coordinate actions, monitor progress, and ensure the sustainability of the initiative. A Technical Secretariat will also be established to oversee these efforts.

Upholding African unity and sovereignty

The Rabat Declaration reaffirmed fundamental principles governing relations between African countries, including respect for state sovereignty and territorial integrity. These principles were described as the cornerstone of international relations and essential for fostering trust and cooperation across the continent.

Gratitude and a shared vision

The parliamentary leaders expressed their gratitude to Morocco for hosting the meeting, commending the Kingdom's commitment to Africa’s development. They emphasized the importance of intra-African solidarity and collaboration, encapsulated in the principle that “Africa must trust Africa.”

The AASP stands as a bold initiative poised to reshape the Atlantic seaboard into a thriving hub of integration, prosperity, and global connectivity—offering a shared vision for the future of Africa’s Atlantic nations.
