Morocco Leads Global Effort Against Narcotics Threat

Renowned for its steadfast stance against the illicit drug trade, Morocco has cemented its position at the forefront of the global campaign to curb narcotics proliferation. In a significant endorsement of its proactive approach, the North African nation has been re-elected to preside over the prestigious International Narcotics Control Board (INCB).

The decision, reached during the board's 140th session in Vienna, will see Professor Jallal Toufiq continue to represent the Kingdom in this pivotal role. Toufiq's reappointment underscores Morocco's active participation in the global dialogue on implementing international drug control conventions and its commitment to enhancing sub-regional, regional, and international cooperation in combating drug abuse and trafficking.

Established by the Single Convention on Narcotic Drugs of 1961, the INCB is an independent, quasi-judicial entity responsible for monitoring the implementation of United Nations international drug control conventions. Evolving from the Permanent Central Narcotics Board and the Drug Supervisory Body, the board's mandate encompasses ensuring that governments comply with treaty provisions and recommending corrective actions when necessary.

The INCB's esteemed ranks comprise ten individuals elected from nominations by member governments and three experts in medicine, pharmacology, or pharmacy nominated by the World Health Organization (WHO). Annually, the board publishes a comprehensive report assessing the global drug control situation, synthesizing data from governments, UN agencies, specialized institutions, and other international bodies to evaluate compliance with drug control treaties.

Morocco's re-election to the INCB presidency signifies its sustained involvement in shaping drug policies and fostering international cooperation. Under Professor Toufiq's stewardship, the board is poised to maintain its vigilant oversight and provide strategic guidance to member states in their relentless battle against the narcotics scourge.
