Education ministry reviews progress with teachers’ unions

The Moroccan Ministry of National Education, Preschool and Sports held a meeting of the High Committee for Sectoral Social Dialogue with the five most representative teachers’ unions.

The session, chaired by Minister Mohamed Saad Berrada, aimed to review the implementation of the agreements signed on December 10 and 26, 2023, as well as the application of the special status of civil servants within the department.

During the meeting, the minister praised the commitment of unions and the education community, stressing their essential role in strengthening public education. He reiterated the ministry’s determination to advance educational reforms in line with the High Royal Directives, with a focus on preparing for the new school year by ensuring the availability of facilities, equipment, and textbooks.

A summary report highlighted progress in the organizational and administrative aspects of the agreements. Key measures include:

  • Training: A special program will be launched in October 2025 for teachers working outside their original cycle for more than four years.
  • Compensation: Reimbursement of amounts deducted from the salaries of assigned educational administrators will begin in October 2025.
  • Remote area allowance: Results of a study will be submitted to the technical commission in October.
  • Doctoral candidates: The selection process is in its final stages, with results to be published after verification.
  • Regularization: The integration of former contractual teachers is advancing, and the ministry pledged to review the situation of non-formal education facilitators and other categories.
  • Exams: Final results of professional exams and training center admissions will be released once the data is consolidated.

The ministry also reaffirmed its commitment to improving the remuneration of primary and middle school teachers, specialized staff, and educational assistants through complementary allowances.

Union representatives raised additional demands, such as seniority bonuses for financial inspectors, local assignment of the 2025 graduates, and retroactive application of Article 76 of the agreements from January 1, 2024.

The parties agreed to reconvene the technical commission in early September to continue monitoring the cases of various staff categories and other management issues.
