US Advances 10-Year Defense Plan To Strengthen Strategic Partnership With Morocco

The United States is moving forward with a long-term legislative initiative aimed at strengthening its defense partnership with Morocco over the next decade, according to provisions included in the Fiscal Year 2027 National Defense Authorization Act (NDAA).

The Senate Armed Services Committee has approved a measure directing the Pentagon to develop a comprehensive strategy to enhance military cooperation with Morocco, positioning the North African kingdom as Washington’s principal security partner on the African continent.

The proposed framework aligns with a previously signed 2026–2036 bilateral defense cooperation roadmap, which outlines expanded collaboration in areas such as joint training, counterterrorism, and defense modernization.

Under the legislative directive, the U.S. Department of Defense would be required to submit a detailed implementation plan to Congress within 180 days of the bill’s enactment. The plan is expected to outline mechanisms for deepening operational coordination, improving readiness, and expanding joint military capabilities.

Lawmakers emphasized Morocco’s strategic geographical position at the crossroads of the Atlantic Ocean and the Mediterranean Sea, particularly near the Strait of Gibraltar, one of the world’s most important maritime trade routes.

The initiative also highlights potential areas of cooperation, including enhanced counterterrorism efforts, cyber defense, drone technology integration, and the modernization of military infrastructure. It further encourages the expansion of joint exercises such as “African Lion,” one of the largest annual multinational military drills conducted in Africa.

Morocco’s role as a key non-NATO ally since 2004 has contributed to its growing importance in U.S. defense strategy in the region. Washington has increasingly viewed Rabat as a stable partner in a region marked by shifting security dynamics, particularly across the Sahel.

The proposed plan also considers the establishment of specialized training and technological centers focused on advanced defense systems, including unmanned aerial systems and artificial intelligence applications in military operations.

Defense analysts note that the initiative reflects a broader U.S. strategy to reinforce partnerships with stable regional allies while adapting to evolving global security challenges, including cyber threats and hybrid warfare.

If fully enacted, the measure would formalize and institutionalize U.S.–Morocco defense cooperation within American law, ensuring continuity of the partnership across future administrations and reinforcing long-term strategic alignment between the two countries.
