Strategic Overhaul of Territorial Officials Enhances Public Service in Morocco

In a decisive move to enhance public service quality, Morocco's Interior Ministry has initiated a significant reshuffle involving 592 territorial officials, representing 23% of the administrative workforce. This strategic initiative aligns with the ministry's commitment to strengthening human resources and ensuring that public service delivery adheres to principles of public interest, integrity, justice, and social cohesion.

The reshuffle underscores the importance of continuous engagement in addressing citizen needs and advancing national development. As part of an annual strategy, the ministry rotates new generations of local officials across various prefectures and provinces, fostering dynamic administration.

To support this effort, a rigorous evaluation and support system has been implemented, focusing on objective performance assessments and enhancing human resource value. Notably, 96 officials have been promoted based on merit and comprehensive evaluations, reflecting a balanced representation of both men and women in leadership roles.

In a bid to integrate fresh talent, 124 new officials, graduates from the Royal Institute of Territorial Administration, have been appointed. Additionally, to acknowledge the dedication of territorial officials during national events and crisis management, 544 have been promoted through administrative commissions.

The ministry has also conducted a competitive examination for the Khalifa of Caïd training program, selecting 133 candidates for specialized training to prepare them for deputy regional authority roles.

In August 2023, a major staff reassignment affected 1,116 agents, constituting 25% of the total workforce, marking a pivotal moment in the ministry's ongoing efforts to optimize public service delivery and administrative efficiency.
