Morocco Targets Digital Sovereignty and Youth Employment Under Ahmed Rahhou
Morocco is looking to move beyond the adoption of digital technologies and build a domestic ecosystem capable of generating jobs, attracting investment and strengthening national technological independence. Ahmed Rahhou, appointed by King Mohammed VI as Minister of Artificial Intelligence, Digital Transformation and Administrative Reform, has made this ambition a central priority for his new portfolio.
Speaking on Monday, October 19, 2026, during the handover ceremony in Rabat with his predecessor, Amal El Fallah Seghrouchni, Rahhou outlined a vision in which artificial intelligence and digitalization would become interconnected drivers of economic development rather than isolated technological initiatives.
The objective, he explained, is to establish an integrated economic ecosystem that creates added value and opens up employment opportunities for young people. Achieving that goal will require coordinated action on several fronts, from supporting innovative businesses to developing local skills and securing the infrastructure underpinning the digital economy.
Investment, skills and infrastructure at the heart of the strategy
Rahhou identified the creation of a favorable environment for startups and the attraction of investment as essential conditions for developing Morocco's technological capabilities. He also highlighted the need to strengthen national human capital, protect digital infrastructure and keep energy costs under control.
These priorities reflect the broader challenge facing Morocco as it seeks to expand its position in the global digital economy. Building a sustainable technology sector depends not only on access to advanced tools but also on the availability of qualified professionals, reliable infrastructure and conditions that encourage businesses to develop and invest locally.
By linking these elements, the new minister intends to position digital transformation as a source of domestic economic value and skilled employment.
Artificial intelligence as a tool for public sector reform
Beyond its economic ambitions, the government's digital agenda is expected to reshape the delivery of public services. Rahhou presented artificial intelligence and digitalization as instruments for improving administrative efficiency and combating corruption.
The approach places technology at the intersection of economic competitiveness and institutional reform. More effective digital public services could help simplify administrative procedures, improve transparency and make interactions between citizens, businesses and government agencies more efficient.
However, the minister emphasized that these objectives must be pursued alongside stronger cybersecurity and data protection. Digital sovereignty, he argued, requires a coordinated and participatory approach capable of addressing the technological, institutional and security challenges associated with the country's digital transition.
Building on the Morocco Digital 2030 roadmap
Amal El Fallah Seghrouchni used the handover ceremony to highlight the foundations established during her tenure, including the Morocco Digital 2030 strategy, national discussions on artificial intelligence and the preparation of a roadmap designed to strengthen Morocco's technological production capabilities.
The ambition behind these initiatives is to move the country beyond its role as a consumer of imported technologies and toward becoming a developer and producer of digital solutions. Such a transition would require sustained investment in research, skills development, entrepreneurship and the domestic innovation ecosystem.
The strategic framework therefore provides continuity between the outgoing minister's work and Rahhou's stated objective of connecting digital development with tangible economic benefits.
Administrative modernization as a driver of employment
Aïcha Guellaa, Minister Delegate in charge of Administrative Reform, also reaffirmed the importance of modernizing public administration. She emphasized its potential to support investment and improve young people's access to professional opportunities.
The reform agenda is closely linked to the broader digital transformation effort. A more efficient administration can reduce procedural obstacles for businesses, facilitate investment and create a more favorable environment for economic activity.
Morocco's challenge will now be to translate these priorities into measurable outcomes, particularly in terms of startup development, job creation, technological independence and the quality of public services.
Rahhou's announcement signals an intention to bring these objectives together under a unified vision. Its effectiveness will ultimately depend on implementation, coordination across institutions and the country's ability to turn digital ambitions into sustainable economic opportunities.
