Morocco ranks third among Africa’s leading tech startup ecosystems

Morocco has secured a place among the top three tech startup ecosystems in Africa, according to the 2025 edition of the Digital Entrepreneurship Ecosystem Index (DEEI) released by the Vienna Institute for Global Studies (VIGS). Alongside South Africa and Mauritius, the Kingdom continues to strengthen its position as a regional hub for digital entrepreneurship.

Ranked 83rd worldwide, Morocco now holds third place on the African continent, behind South Africa (59th) and Mauritius (60th). This performance reflects steady progress in key areas such as digital infrastructure, regulatory frameworks for information and communication technologies, cybersecurity, and the development of digital skills. The growing presence of incubators and accelerators has also contributed to the expansion of the startup ecosystem.

Morocco benefits from a structured institutional environment and a clear political commitment to digital transformation as a driver of competitiveness. This has allowed the country to outperform several regional peers, including Tunisia, Egypt, and Cape Verde. While the gap with South Africa and Mauritius remains noticeable in overall scores, Morocco’s rapid improvement highlights its emerging role as a regional innovation hub.

The DEEI is based on more than 50 indicators grouped into four main pillars: digital infrastructure, digital citizenship, multi-sided platforms, and technological entrepreneurship. The index evaluates 170 countries on a scale from 0 to 100, using comparative data from 2017 and 2022. The 2025 edition shows that regions starting from a lower baseline, particularly in Africa, are progressing at a faster relative pace.

At the global level, the United States leads the ranking, driven by the strength of Silicon Valley, followed by Denmark, the United Kingdom, the Netherlands, and Singapore. Although Morocco remains distant from global leaders, its upward trajectory suggests growing potential to translate digital investments into tangible entrepreneurial outcomes.
