Morocco launches “IDMAJ” program to employ 30,000 young people without diplomas
The Moroccan government has launched the “IDMAJ” program to improve access to the labor market for young people without academic qualifications. Announced Friday in Rabat by Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills, the initiative aims to provide 30,000 confirmed job opportunities, with potential to reach up to 65,000 positions across multiple sectors of the national economy.
Program structure and benefits
The program, implemented in partnership with the National Agency for Employment Promotion and Skills (ANAPEC), facilitates the professional integration of non-graduates by mobilizing companies and professional federations. Participating businesses can hire young people under a 12-month “IDMAJ” contract, with the possibility of permanent employment afterwards.
During the contract period, the state will cover mandatory health insurance, provide social security exemptions, and waive professional training taxes. Companies will also benefit from income tax exemptions throughout the duration of the contract. In cases where the trainee is recruited on a permanent contract, the state will continue covering social contributions for up to 12 additional months for salaries up to 6,000 dirhams, with the income tax exemption extended for up to 24 months for salaries up to 10,000 dirhams.
Participating sectors and companies
The program targets key sectors such as industry, automotive, services, offshoring, distribution, agribusiness, aerospace, and construction. Several federations and companies have already committed, including Stellantis, SEBN MA, SEWS Maroc, Concentrix Maroc, Lear Maroc, Xiezhong Automotive Morocco, Groupe Marjane, Safran, Armonia, and ECI.
Objective
The initiative aims to give young non-graduates their first professional experience in a structured environment while supporting businesses in recruitment. Partnership agreements with professional federations have been signed to ensure the program’s effective rollout across the country.
