Morocco and Liberia expand security cooperation framework in Rabat
Morocco and Liberia have signed a new bilateral security agreement aimed at strengthening police cooperation and expanding coordination on transnational crime, counterterrorism, and border security. The deal was concluded in Rabat between Abdellatif Hammouchi, head of Morocco’s national police and domestic intelligence services, and Gregory Coleman, head of the Liberian National Police.
The signing took place during the 7th edition of Morocco’s national police open days in Rabat, an event designed to showcase institutional capabilities and deepen international partnerships in security governance. Officials from both countries emphasized the importance of building structured frameworks to address evolving cross-border threats affecting West Africa and North Africa.
The agreement establishes a formal mechanism for enhanced intelligence sharing between Moroccan and Liberian security agencies. It also includes provisions for operational coordination against organized crime networks, extremist groups, and illicit trafficking routes that extend across regional and international corridors. Authorities highlighted the growing need for joint responses to security risks that increasingly transcend national borders.
The memorandum further outlines cooperation in border management, migration control, and forensic policing. It also introduces training programs aimed at strengthening professional capacity within Liberian law enforcement structures through technical assistance and knowledge transfer from Moroccan security institutions.
Moroccan officials have increasingly positioned the country as a regional hub for security cooperation, particularly with African partners. The agreement with Liberia reflects a broader strategy of expanding institutional ties across the continent, focusing on intelligence-led policing and counterterrorism coordination.
The partnership comes at a time when West African states are facing rising pressure from armed groups, trafficking networks, and irregular migration flows. Both countries indicated that strengthening operational readiness and improving information exchange will be central to the implementation of the agreement.
Security cooperation between Morocco and African partners has expanded steadily in recent years, with Rabat hosting multiple bilateral and multilateral engagements aimed at reinforcing regional stability. The latest agreement adds to a growing network of partnerships intended to enhance collective security capabilities across Africa.
