Morocco and Burkina Faso deepen judicial cooperation framework

Morocco and Burkina Faso moved to strengthen their judicial partnership during high level meetings held at the Court of Cassation in Rabat, where senior officials from both countries discussed legal reforms, institutional coordination and new areas of cooperation linked to modern judicial challenges.

A delegation from Burkina Faso led by Court of Cassation president Pascal Bamouni and prosecutor general Sanou Arsène Francis visited Rabat on May 13 as part of a cooperation agreement signed between the two institutions in June 2023. The partnership aims to expand exchanges of expertise, legal practices and institutional experience between the highest judicial bodies of both countries.

Mohamed Abdennabaoui, first president of Morocco’s Court of Cassation and delegated president of the Higher Council of the Judicial Power, led discussions with the visiting delegation. Talks focused on the structure and evolution of judicial oversight institutions in both states, including the organization of supreme judicial councils and the handling of appeals before cassation courts.

The meetings also addressed technical legal procedures involving criminal appeals, the jurisdiction of family and inheritance chambers and the application of jurisdictional privilege systems. Officials compared procedural similarities and differences between Moroccan and Burkinabé legal frameworks as both sides seek greater institutional coordination and legal harmonization.

Beyond procedural matters, the two delegations emphasized the growing importance of cooperation on transnational legal challenges. Discussions covered anti corruption efforts, counterterrorism coordination and the integration of artificial intelligence into judicial systems. The talks also explored legal issues tied to digital contracts and the modernization of jurisprudence publication systems.

Both institutions agreed to organize future seminars and joint activities aimed at strengthening legal training and judicial exchange programs. The initiative reflects a broader push for South South cooperation between African institutions seeking to modernize governance structures and improve judicial efficiency through shared expertise.

The Rabat meetings come as Morocco continues expanding its diplomatic and institutional engagement across Africa through legal, economic and security partnerships. Judicial cooperation has become an increasingly important component of regional relations, particularly in areas linked to legal modernization, digital transformation and cross border security coordination.
