Moroccans submit nearly 164,000 complaints through “Chikaya.ma” in 2025

In 2025, Moroccan citizens filed nearly 163,694 complaints against public administrations through the national platform “Chikaya.ma,” with over two-thirds of cases processed. The platform, launched in 2018, enables citizens to submit grievances, track their progress, and provide feedback.

Data shows that 66.14% of complaints were addressed, with a satisfaction rate of 58.69% and an average processing time of 16 days. Over 14,000 complaints were reopened after initial closure. Public institutions and state-owned companies received the most complaints (93,738), followed by ministries and high commissions (45,298), and local authorities (15,658).

Monthly trends showed fluctuations: complaints dropped from over 16,000 in January to around 9,000 in June, rebounded in July, decreased in August and September, and increased again to 10,000 in November and 13,000 in December. Compared with previous years, the number of complaints has decreased from 186,000 in 2023 to 163,000 in 2025, though the system remains widely used, involving 1,747 public administrations.

The platform aims to streamline grievance management and improve administrative responsiveness, though questions remain regarding its overall effectiveness and tangible impact on administrative practices.
