Inclusive Mobility: ONCF introduces discount card for people with disabilities

In a significant step toward promoting inclusive mobility in Morocco, the National Railways Office (ONCF) has launched a new 50% discount card designed for people with disabilities. The initiative, presented in Salé during a ceremony attended by several government and institutional representatives, aims to strengthen equal access to public services and reinforce the country’s commitment to social justice.

The Minister of Solidarity, Social Integration and Family, Naima Ben Yahia, highlighted that the measure reflects ongoing national efforts to enhance the rights and participation of individuals with disabilities. She emphasized that this move aligns with Morocco’s broader social policies and the Royal Directives promoting civil, economic, and political rights for all citizens.

The new discount card is the result of a tripartite agreement between the Ministry of Solidarity, the State Secretariat in charge of Social Inclusion, and the ONCF. During the event, officials reaffirmed their intention to adopt an integrated, rights-based approach to improve the daily lives of people with disabilities.

Transport and Logistics Minister Abdessamad Kayouh described the agreement as a major achievement for inclusive transport policy, ensuring that people with disabilities benefit from preferential rail fares while traveling in conditions that respect their dignity and practical needs.

For his part, State Secretary for Social Inclusion Abdeljabbar Rachidi stressed that the partnership serves as a model for improving mobility and expanding accessibility across public transport networks. He affirmed that cooperation between institutions will continue in order to remove barriers and ensure sustainable access to services and infrastructure.

ONCF Director General Mohamed Rabie Khlie welcomed the initiative, noting that equitable access to rail transport is essential to strengthening autonomy and encouraging full participation in social and economic life.

Representatives of the United Nations Development Programme (UNDP) also praised the program, underlining the role of mobility in accessing education, employment, healthcare, and civic engagement.

The agreement includes an electronic application platform for managing requests for the new discount card. Holders of the official disability card issued by the Ministry of Solidarity will benefit from the 50% fare reduction. Companions of blind or visually impaired passengers will also receive a 50% discount.

This initiative builds on the achievements of the July 2025 accessibility agreement and marks a new milestone in Morocco’s efforts to promote disability rights and inclusive mobility.
