Germany unveils 34-point reform agenda to boost growth and modernize economy
The German government has introduced a broad package of structural reforms aimed at strengthening the country’s economic performance, improving labour market efficiency and reducing administrative burdens, as Chancellor Friedrich Merz seeks to position Europe’s largest economy for long-term growth.
Presented in Berlin following a coalition leadership meeting, the 34-point programme combines fiscal, social and regulatory measures designed to stimulate investment while preserving the core principles of Germany’s social welfare model.
Focus on pensions, taxation and employment
The reform agenda places particular emphasis on modernising the pension system, updating tax policies and introducing labour market changes intended to support both employers and workers.
Government officials argue that adapting these key policy areas is essential as Germany faces demographic challenges, evolving workforce demands and increasing international competition. While encouraging economic flexibility, the administration has stressed that social protections will remain a central pillar of the reforms.
Cutting bureaucracy to improve competitiveness
Alongside changes to pensions and taxation, the government plans to reduce administrative procedures that businesses frequently identify as obstacles to investment and expansion.
The proposed simplification of regulations is intended to create a more business-friendly environment, accelerate economic activity and enhance Germany’s competitiveness in attracting domestic and foreign investment.
Parliament to review package this year
Chancellor Merz said the coalition intends to secure parliamentary approval for the principal elements of the reform package before the end of the year. The timeline reflects the government's objective of implementing policy changes quickly as economic growth remains under pressure.
The legislative process is expected to involve extensive debate, particularly over the balance between structural reform and the preservation of Germany’s long-established social safety net.
Balancing economic renewal with social stability
The initiative represents one of the most comprehensive policy programmes introduced by the current government, combining economic liberalisation with commitments to social cohesion.
As lawmakers begin examining the proposals, businesses, labour representatives and economists will closely assess whether the measures can deliver stronger productivity, higher employment and sustained competitiveness without weakening the protections that have long characterised Germany’s economic model.
