In a significant step toward bolstering Morocco's higher education sector, the African Development Bank (AfDB) Group's Board of Directors has approved a staggering €120 million financing package. This financial injection will fuel the ambitious "Support Program for the Transformation towards a Digital, Entrepreneurial, and Inclusive Moroccan University (UM4.0)."

Targeting students, academic staff, entrepreneurs, and recent graduates, this far-reaching program seeks to contribute to the valorization of human capital and youth empowerment. Its overarching goal is to ensure more inclusive access to world-class, innovative higher education that seamlessly aligns with the territorial ecosystem's demands.

As outlined by the AfDB in a communiqué released during its 2024 Annual Meetings in Nairobi, running until May 31, the program's tangible impacts are multifaceted. Notably, it encompasses the construction and equipping of the Beni Mellal Faculty of Medicine and Pharmacy, boasting a capacity of 4,500 seats. Additionally, five university dormitories, each housing 1,500 beds, will be erected in the cities of Larache, Oujda, Safi, Taroudant, and Beni Mellal.

Furthermore, the initiative envisions the establishment of ten agile and open coding centers, fostering active, project-centric learning that resonates with the professional realm. These centers will serve as catalysts for innovation, bridging the gap between academia and industry.

Recognizing the pivotal role of career guidance, the program will see the creation of career centers within universities, offering on-site and online support services to benefit an estimated 130,000 students. Complementing this effort, 12 professional integration units will be established at the university level, while 12 entrepreneurship support centers will cater to the needs of 15,000 aspiring student entrepreneurs, with an additional 20,000 students receiving certification in entrepreneurial competencies.

In the digital realm, the program aims to revolutionize pedagogical and scientific research services for students and faculty alike. This will encompass platforms for orientation, re-orientation, pre-enrollment, capacity building, mobility and scholarship management, career management, and e-learning initiatives. Underpinning this digital transformation will be a robust IT infrastructure and data center deployment.

Moreover, the program will introduce 167 "excellence pathways" within established university centers of excellence, accessible to all. Concurrently, newly recruited higher education instructors will receive comprehensive training, while decision-support tools will be developed to streamline the management, monitoring, and evaluation of the higher education, research, and innovation system.

Notably, this ambitious undertaking aligns with one of the priorities outlined in Morocco's 2021-2026 governmental program, which emphasizes reinforcing the foundations of the social state through educational reform. To accelerate the sustainable development and transformation of the higher education, scientific research, and innovation ecosystem, Morocco has adopted the "ESRI 2030 Pact" – a national plan revolving around academic, scientific, operational, and 4.0 governance excellence.

Pivoting on three levers of change – digital transformation, system performance, and structuring, organization, and regulation – this transformative initiative heralds a new era for Moroccan higher education, poised to cultivate a generation of globally competitive, entrepreneurially inclined, and digitally adept scholars and professionals.
