China signals support for Morocco's autonomy plan in Sahara

China has reaffirmed its support for the United Nations Mission for the Referendum in Sahara (MINURSO) while emphasizing the importance of its strategic partnership with Morocco. The statement followed a meeting between Yu Jinsong, China’s ambassador to Morocco, and Alexander Ivanko, the head of MINURSO.

On October 31, China abstained from voting on UN Security Council Resolution 2797, which recognizes the Moroccan Autonomy Plan as the practical and viable framework for resolving the decades-long dispute over Sahara. Despite abstaining, China’s position is seen as a significant shift toward backing Morocco’s proposal.

During a recent event hosted by the Chinese embassy in Rabat, Ambassador Yu highlighted the deep-rooted friendship between the two nations, describing Morocco as a strategic ally in Africa. “We share a very old and friendly history, and in the next ten years, we must prepare for the second decade of our strategic partnership,” he stated. Yu also noted growing interest from Chinese businesses in investing in Morocco, further cementing the bilateral relationship.

Observers suggest that China’s decision to abstain from the vote, rather than opposing the resolution, signals growing alignment with Morocco’s vision for autonomy in Sahara. According to the Observatorio de la Política China, this abstention represents a departure from Beijing’s traditional stance, which has historically emphasized the principle of self-determination. The think tank noted that China’s pragmatism and its ambition to strengthen ties with Morocco are evident in this nuanced shift.

For Morocco, Sahara remains a priority in its international relations, and the kingdom has consistently advocated for its territorial integrity. Analysts argue that Morocco’s assertive diplomacy has persuaded many global powers including emerging nations like China that supporting Morocco’s autonomy initiative aligns with broader strategic interests.

China, which has long sought to expand influence across Africa, sees Morocco as a gateway to the continent and a valuable partner in its Belt and Road Initiative. Strengthening ties with Morocco not only reinforces Beijing’s presence in Africa but also fosters economic and political cooperation with one of the region’s most stable and influential nations.
