Casablanca waste management contract shortlist narrows to three bidders
Casablanca’s municipal waste management contract has entered its final selection phase after authorities reduced the list of contenders to three companies following technical evaluations.
The contract, valued at approximately $131 million, covers household waste collection and urban cleaning services across the city. It forms one of the most significant public service agreements in Morocco’s economic capital and is structured into four operational lots. The current service agreement is due to expire on June 30, pushing city officials to accelerate the procurement timeline to avoid disruption in essential sanitation services.
Initial interest in the tender attracted several national and international operators, reflecting strong competition for long-term urban service contracts in major Moroccan cities. Among the bidders were Arma, SOS NDD, Mecomar, Averda, and the Chinese group JSYH. The technical evaluation phase assessed operational capacity, staffing plans, equipment readiness, service frequency, and environmental commitments.
Following this assessment, only Arma, SOS NDD, and Mecomar remain in contention. JSYH was eliminated after its technical submission failed to meet required specifications, while Averda exited earlier in the process. The tender has now moved to the financial evaluation stage, where cost structures and service quality proposals are being compared.
City authorities are expected to finalize the selection process before the end of the month. The winning operator will be responsible for maintaining daily cleanliness standards across Casablanca at a time when urban population growth continues to increase pressure on public infrastructure and sanitation systems.
Negotiations may still take place with shortlisted candidates to refine proposals and secure optimal contract terms before the final award decision.
