Amplifying the Voices of Moroccan Women in Africa's Peacebuilding Endeavors

Ambassador Mohamed Arrouchi delivered a compelling address at the African Union's (AU) High-Level Peace and Security Council (PSC) Ministerial Seminar, shedding light on the crucial role Moroccan women play in peacekeeping operations across Africa. His words resonated with a resounding truth: "Women are not merely victims but agents of change, whose leadership is indispensable for peace."

Arrouchi emphasized Morocco's steadfast commitment to ensuring women's active participation in peacebuilding efforts at all levels. He highlighted the commendable involvement of Moroccan women in various peacekeeping missions, especially in Africa, their representation in the African Women Mediators' Network, FemWise, and the establishment of the Friends Group on Climate Change and the Women, Peace, and Security Agenda in 2023.

Drawing attention to the vulnerability of women in African conflicts, where they are often targeted by extremist groups, Arrouchi urged the implementation of UN Security Council Resolution 1325, which mandates the protection of women in conflict zones and their inclusion in peace processes. His message carried significant weight: "Women are not merely victims but agents of change, whose leadership is crucial for peace."

The Moroccan diplomat's call to action reverberated throughout the AU, urging member states to dismantle barriers hindering women's participation and enhance their capacities. He applauded South-South cooperation and triangular partnerships as invaluable tools for sharing knowledge and disseminating best practices.

Morocco's commitment to this cause extends beyond rhetoric. In March 2022, the country launched its first National Action Plan on Women, Peace, and Security (NAP), aligning itself with the AU Agenda for Women, Peace, and Security in Africa. This comprehensive plan focuses on preventive diplomacy, promoting a culture of peace and equality, and fostering women's economic participation – pillars essential for sustainable peacebuilding.

Arrouchi's lament over the current underrepresentation of women in peace processes across Africa struck a chord. "While women are the backbone of our societies," he stated, "they remain largely sidelined." Citing sobering statistics, he underscored the low percentage of women involved in UN-led negotiations and recent peace talks, serving as a stark reminder of the work that still lies ahead.

As the international community grapples with the complexities of conflict resolution and peacebuilding, amplifying the voices of Moroccan women serves as a clarion call for inclusivity and empowerment. Their unwavering commitment to peace, coupled with Morocco's steadfast support, holds the promise of a more stable and equitable future for the African continent.
