Albania appoints first al minister to oversee public procurement

Albania has made history by appointing Diella, the world’s first minister generated entirely by artificial intelligence. Diella’s main role is to oversee public procurement processes, aiming to reduce corruption and ensure full transparency.

Unlike traditional ministers, Diella has no physical form and exists solely as a virtual entity operated by advanced algorithms. Her name, which means “sun” in Albanian, symbolizes clarity and openness. Before her official appointment, Diella already assisted citizens through Albania’s digital platform, e-Albania.

The government hopes that this innovative approach will guarantee fair and unbiased public tenders. The appointment has attracted international attention and sparked debates: some see Diella as a revolutionary tool against administrative misconduct, while others express concerns about ethical considerations, human oversight, and potential AI biases.

Regardless of the differing opinions, Albania is experimenting with a novel form of governance in the digital era, potentially setting a precedent for other nations.
