Aix-Marseille metropolis president clashes with prefect over budget cuts

The president of the Aix-Marseille-Provence metropolitan authority, Nicolas Isnard, has strongly criticized the French state and the local prefect after a disputed budget decision involving significant financial adjustments imposed on the intercommunal structure.

Speaking at a press conference, Isnard accused the state of attempting to “create division” after the prefect of the Bouches-du-Rhône department outlined new budgetary orientations that require the metropolis to reduce financial transfers to its member municipalities.

At the heart of the dispute is a request for local authorities to cut around €53 million in funding allocated to communes under the system of inter-municipal financial transfers. The decision follows a breakdown in negotiations after elected officials reportedly failed to agree on measures to address a growing budget deficit.

The prefect’s intervention, which is rare in French local governance, effectively substituted part of the metropolitan budget planning process after disagreements between state representatives and elected officials.

Isnard expressed frustration over what he described as an imposed austerity approach, warning that without additional state support, the metropolis may be forced to consider raising local taxes to balance its accounts.

The confrontation highlights ongoing tensions between central government authorities and local administrations in France, particularly over public spending, fiscal responsibility, and local autonomy.
