Trump Plans U.S. Withdrawal from UN Human Rights Council and Extends UNRWA Funding Ban
U.S. President Donald Trump is preparing to withdraw the United States from the United Nations Human Rights Council and extend the suspension of funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), according to a White House official.
Reports indicate that Trump is set to sign an executive order formalizing the withdrawal from both UN bodies. This move aligns with the scheduled meeting between Trump and Israeli Prime Minister Benjamin Netanyahu, who has been a vocal critic of the UN and UNRWA. This would mark Trump's second withdrawal from the Human Rights Council, having previously exited during his first term, citing alleged bias against Israel.
The Human Rights Council, comprising 47 elected UN member states, regularly reviews the human rights practices of its members, including the U.S., which is due for its next review in August. In its last review in 2020, recommendations were made for the U.S. to address systemic racism and close the Guantanamo Bay detention facility. The council also appoints independent human rights experts, some of whom have accused Israel of committing serious violations in Gaza.
Simultaneously, Trump’s executive action against UNRWA comes amid Netanyahu’s visit to the White House. UNRWA has faced numerous challenges, including attacks on its staff and facilities during Israeli military operations in Gaza. Israel’s parliament recently banned UNRWA’s activities within its territories, including East Jerusalem.
Previously, the U.S. was UNRWA’s largest donor, contributing between $300 million and $400 million annually. However, funding was paused in early 2024 following Israeli allegations linking UNRWA staff to the October 2023 Hamas attacks—claims that were not substantiated by evidence, according to an independent investigation. Despite the lack of proof, U.S. Congress extended the funding suspension until at least March 2025.
As the fragile ceasefire between Israel and Hamas continues, UNRWA remains critical in providing humanitarian aid in Gaza. Trump and Netanyahu are expected to discuss the future of this ceasefire during their upcoming meeting. Trump has stated there are “no guarantees” the ceasefire will hold.
