Leadership shift to overhaul DGAIA after child abuse scandal

Catalonia’s President, Salvador Illa, has vowed that the regional government will fully pursue the truth in the case of a 12-year-old girl under state guardianship who was sexually abused and exploited by a pedophile ring. Speaking from the Palace of Navarra, Illa emphasized the need to clarify responsibilities within public institutions, stressing that such behavior is completely unacceptable, especially in government-managed care.

Illa confirmed his confidence in Mònica Martínez Bravo, the Minister of Social Rights and Inclusion, entrusting her with leading a comprehensive reform of the Direcció General d'Atenció a la Infància i l'Adolescència (DGAIA). He stated firmly that Martínez Bravo has his full support to expedite this institutional overhaul.

The Catalan government only recently became aware of the abuse the minor endured while under DGAIA’s guardianship. In response, the Department of Social Rights launched an internal investigation to reconstruct the timeline of events and determine how such a grave failure could happen within the care system.

While President Illa refrained from criticizing DGAIA staff, acknowledging their dedication and value, he stressed that the severity of the situation demands significant changes. These changes will not only address the agency’s operations but also review the criteria for distributing support resources. Illa concluded that the focus should be on creating a more forward-looking system, rather than clinging to past practices.
