UN urges de-escalation amid Ukraine conflict

The United Nations has renewed its call for de-escalation in the war in Ukraine, as reports of a possible transfer of U.S.-supplied weapons from Turkey to Kyiv have raised fresh concerns about the conflict and its humanitarian consequences.

Farhan Haq, deputy spokesperson for the UN secretary-general, said the organization was not in a position to confirm the latest reports concerning a potential weapons transfer, but reiterated the UN’s longstanding appeal for restraint and efforts to reduce tensions.

The comments came after the U.S. State Department informed Congress that Turkey could transfer older American-made military equipment to Ukraine. The reported package, valued at approximately $255.9 million, could include multiple-launch rocket systems, artillery ammunition and other military supplies.

The possible transfer has attracted additional attention because of reports concerning cluster munitions. Human Rights Watch has urged the United States to prevent any transfer of cluster munitions to Ukraine, highlighting the long-term risks these weapons can pose to civilians because unexploded submunitions may remain dangerous after fighting ends.

The debate comes amid continued international concern over the humanitarian impact of the war. The United Nations has repeatedly emphasized the need to protect civilians, respect international humanitarian law and pursue diplomatic efforts aimed at reducing violence.

Moscow has consistently criticized Western military assistance to Ukraine, arguing that the continued supply of weapons prolongs the conflict. Western governments, meanwhile, maintain that military support is intended to help Ukraine defend itself against Russian aggression.

The potential movement of additional weapons therefore comes at a sensitive moment, with international actors facing renewed pressure to prevent further escalation and support efforts toward a lasting resolution.

For the United Nations, reducing the intensity of the conflict remains a central priority, particularly as the war continues to generate significant humanitarian, security and geopolitical consequences.
